Licensing Program Analyst (LPA), V. Wheatley met with applicant Troy Ingersoll and director Laura Chasco at 10:30am and conducted a prelicensing inspection for the purpose of a new license for a change of ownership. The applicant is requesting a preschool license for 75 children.

LPA observed the Covid-19 signs posted at the entrance, health screening and temperature check procedures. The staff will use electronic sign in and out procedures.

The facility was inspected by the Los Angeles County Fire Department and granted a fire clearance. The facility is equipped with fire extinguishers, carbon monoxide detectors and smoke detectors. The staff will conduct fire drills and earthquake drills on a regular basis. The drills will be logged.

LPA observed adequate lighting and ventilation. The classrooms have central heat and air conditioning. LPA observed desk and chairs separated to follow the 6 feet guidelines. Age appropriate equipment were observed. LPA observed cubbies for the children's belongings. No cloth items are allowed at this time. LPA observed cots for napping. the bedding is kept separately. LPA observed trash bins with lids and electrical outlets inaccessible. LPA observed cleaning supplies and disinfectant which is kept out of the reach of children. LPA observed a first aid kits in each classroom. Drinking water is provided for children to freely drink.

LPA inspected the kitchen which is used for prepare lunch, morning and afternoon snack. The kitchen is clean and safe. LPA also observed 100% juice and 1% milk is served. The food is served separately and individually. The kitchen is near the school office and is off-limits.

Based on today's observation and measurements, a license will be granted for 72 capacity when the follow corrections are completed and submitted to the department:

1. Covid-19 signs will be placed at the entrance and required areas for parents and staff to view.
2. Television and camera wires will be removed or made safe inside of the classrooms.
3. A latch will be installed in the restrooms with closets.
4. Make all drinking fountains inaccessible to children and staff. Drinking water will be provided.
5. Update Emergency Disaster Plan.
6. Lead Prevention Training Completed.

An exit interview was conducted. A copy of this report will be provided to the applicant by email via read receipt.

LPA inspected and measured the four classrooms. The classrooms measured as follows:
Classroom (Rainbow near entrance) measured 701 square ft.
Classroom (Lady Bugs) measured 414 square ft
Classroom (Sunbeams) measured 701 square ft
Classroom (Starlights) measured 687 square ft
2,503 sq.feet. = 72 capacity


LPA inspected the children's restrooms in each classroom. LPA observed the following:
Rainbow - 3 toilets and 2 sinks - 30 capacity
Lady Bugs - 1 toilet and 1 sink = 15 capacity
Sunbeams - 2 toilets and 2 sinks = 30 capacity
Star Lights - 2 toliets and 2 sinks = 30 capacity
= 105 capacity


LPA inspected the Outdoor Play Space. The large yard measured 6325 square feet
The outdoor play space outside of the Lady Bug classroom measured 312 square feet

The total capacity for indoor activity space is = 72 children.
The total capacity for outdoor play space is = 84 children plus 4 children for the area outside of the Lady Bug classroom = 88 capacity.

  • The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the home accessible to parents.
  • Children's forms will be completed by authorized representative prior to enrollment and kept separately.
  • Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public.   • Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. Exemption were also discussed.
  • Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.   • Child Care Quarterly updates will be read as they come out, to stay informed of any changes or updates to statutes and regulations.
  • Unusual incidents will be reported to the department within 24 hours and written on LIC 624 within 7 days.
  • LPA discussed AB633 and informed applicant that upon receipt of a Type A deficiency, the applicants shall post and provide copies of this licensing report (LIC 809 or LIC 9099 and copy of LIC 9224) to parent/guardians of children in care at the facility and to new parents/guardians of children enrolled at the facility during the next 12 months. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed.
