On March 22nd, 2021 Licensing Program Analyst Lisa Rios conducted a pre-licensing visit to the Torrence Family Child Care via Face Time due to Covid-19. The facility is a 3 bedroom, 3 bathroom home with primary care in the living room, one bedroom and one bathroom. In the backyard their is a building with a room that will be used as an activity space for child care with primary care in the main home. The license is for 8 children 2-6 year olds, Monday-Friday 8:30am. -12:30pm. Licensee has one child age 3 year old and can have a maximum enrollment of 7 children.
When children arrive at the facility the enter from Kentwood Ave through a gate to the back yard, there are blue tape markers on the ground asking parents to wait 6 feet apart for drop off. There are Covid-19 posters and guidance posters on the front gate upon entry. Upon entry there is a folding table with wipes, extra masks, hand sanitizer and a thermometer for morning illness checks. The backyard opens up to a grass area and a path to the house. The backyard is not set up for childcare but there is a back house (no occupants at the time of license) that will be used as an activity room on the bottom floor only. The activity room has double doors that lead inside. There is a children's rug, secured cabinets, a small couch with a coffee table and toys, a sink with a counter and easel for painting. There is a secured gate at the bottom of the stairs so children will only be allowed in the downstairs activity room.
Inside main house from the back yard there is a master bedroom on the right that is locked from children in care. You pass the laundry facilities and the children's bathroom is on the left. The bathroom has a potty seat and stepping stool. The bottom cabinet under the sink has a complete 1st Aid kit and the cabinet has a child proof lock on it. The shower is a tub combo and all shampoo and cleansers are out of the reach of children.
Next is the kitchen area that has access from three points of entry from inside the house and one that leads to an off-limits back patio. All cabinets and drawers have child proof locks and the counters are free from hazardous items and materials. A 2A10BC fire extinguisher is located in the kitchen on the counter to the left of the sink.

Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed during the visit. AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com

LPA informed the applicant that all adults over the age of 18 years old must be fingerprint cleared and associated to the facility license. If the licensee fails to have proof of a fingerprint clearance or fails to associate a previously cleared individual to the facility, a civil penalty of $100.00, per day the person has been present, will be assessed. The first violation is subject to the penalty for up to five days. If there is a subsequent violation in a 12 month period.

Applicant was informed, Absence of Supervision: including, but not limited to, a child left unattended, a child left alone with a person under 18 years of age, and lack of supervision resulting in a child wandering away. (HSC 1597.58(c)(2)). Regulation(s): 102417(k)(1) Children shall not be left in parked vehicles. Civil penalty applies when a child is left unattended in a parked vehicle.

LPA Rios did not observe sharp objects, toxins and hazardous materials accessible to children in the kitchen or bathroom. There is a working smoke combination carbon monoxide detector in the hallway, between the kitchen and child care room. Down the hallway from the middle of the kitchen there is the main area of care for children that is a bedroom with a door that is kept lock as it leads to the master bedroom. In this room there is play rug, toys for children and activities for children. If there is a sick child the living room will be used to isolate a sick child.
To the left of the childcare room is the licensee's son bedroom and the door is locked and off limits. Past the bedrooms is a dining area that has a toy table and the parent info board with required postings. There's a table 4 chairs for eating. Children will be required to bring towels and will be eating lunch on towels. All wall outlets have clear coverings. Past the dining area is the front door that leads to a front yard where the children will play when outside. There a soft turf fake grass area. There's a large gate that remains locked at all times and leads to 83rd street. There is a driveway but no garage. The garage is around the back.
The front yard has a table 4 chairs, a sandbox with toys and a fence all the way around. Licensee will place a sail shades that go from house to fence to provide a shaded area. There is an air conditioning unit and hoses that have been blocked up with gates. The North side of the house has a gate that leads to the back yard. The South side of the house leads a window and the side of the porch.
Through the North side gate on the side of the house there is a shower that is blocked off, cabinets that have been child proofed with latches, another table with wipes and hand sanitizer. The hot water heater has been gated off, the porch has pillows blocking off the stone step to the patio.

Licensee states there are no weapons in the home, and none observed by the LPA Rios. There is telephone service, heating, lighting and ventilation were evaluated and in good condition. There are NO bodies of water in the premises.

Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. The following was discussed with the applicant:
The Presence of an Excluded Person on the Premises (HSC 1597.58(c)(6))
Regulation(s): 102370.1(a) The Department shall notify a licensee to immediately terminate the employment of or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. Civil penalty applies whenever there is an enforceable order of exclusion and the person is in the facility. Does not include uncleared adults.

The applicant was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. The applicant was reminded that the department must have the facility’s updated phone number at all times. If the phone number is changed, the department must be notified.

Applicant was made aware that once licensed, it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Applicant was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Applicant was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

Applicant agrees to operate the family child care home in a way to reflect a home-like environment and agrees to the following per Children’s Personal Rights Title 22 Regulation(s): 102423 (a) Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative. These rights include, but are not limited to, the following: (1) To be treated with dignity in his/her personal relationship with staff and other persons. (2) To receive safe, healthful, and comfortable accommodations, furnishings, and equipment. (3) To have parents or guardians informed by the licensee of the provisions of the law regarding complaints and the procedures for registering complaints confidentially, including, but not limited to the address and telephone number of the licensing agency's complaint unit. (4) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse, or other actions of a punitive nature, including, but not limited to: interference with eating, sleeping or toileting; or withholding shelter, clothing, medication or aids to physical functioning.

The home is in substantial compliance and ready to be licensed. A copy of this report was signed and emailed to the licensee.
