Licensing Program Analyst (LPA) Silva Garibyan conducted an unannounced Required - 3 Year inspection on this date. LPA met with Peggy Nairn, Director, and explained the purpose of the inspection and was guided on a tour of the facility. Facility is currently licensed for a capacity of 40 children. There were five staff on the premises along with the director. Parents and authorized adults use an electronic sign in and out devise (Procare). The devise is capable of printing sign in/out sheets upon request of licensing representative or other enforcement agencies. The facility is located inside a combination center with Infant License (197494791) and School Age License (197494793). There is a waiver on file for the shared use of the yard on an alternating schedule between the preschool and school age children. The facility consists of two classrooms; Little Critters and Blooming Butterflies. The facility operates Monday through Sunday, from 4:00 a.m. to 11:00 p.m. Facility is operating within capacity limitations. There are no bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Required posting were observed in classrooms for public viewing (including the Accusation & Stipulation, Outdoor waiver and schedule). Facility has a working phone land line available. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. A walk through of the classrooms was conducted. The classrooms were found to be clean and free from any potential hazards. Page1

Furniture was found to be in good repair and age appropriate. There is adequate heating, lighting and ventilation. Isolation area for sick students is in the Director’s office. LPA observed adequate arrangements for isolation and care of ill children.
The preschool classrooms were observed with two bathrooms containing 2 toilets and 2 sinks each. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available. Water temperature was tested and is appropriate. Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. All rooms have central air conditioning and heat. There are cubbies for children's belongings used to store personal items. LPA observed age appropriate toys and materials. Drinking water is available inside the classrooms and outside in the form of an Igloo water container with disposable cups. LPA observed a sufficient quantity of cots available for napping children in the classrooms. Tile area of the classrooms was observed with cubby storage for the children's personal belongings. Fire extinguisher was observed with a date of serivce 1/31/2024. Facility is equipped with a sprinkler system and fire alarm system. Carbon monoxide detector was observed in facility. Facility has central heating and air. Trash cans were observed with appropriate lids. First aid kits were observed to have: bandages, adhesive tape, scissors, tweezers, and antiseptic solution. All medications are stored in the directors office and when needed in refrigerator located in directors office.
Facility participates in the California Food Program. Full Kitchen was observed for preparation of meals. Menu's were observed in classrooms. Kitchen was in good repair. Page 2

The kitchen is equipped with refrigerator, freezer, stove, and microwave oven. Snacks are stored in air tight containers in the tile area of the classrooms. The facility provides three snacks and three meals daily. Menus are posted in each classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food and there is hot running water in both kitchens. The preschool kitchen maintains a list of children with allergies and a copy is also kept in the child's classroom.
Outdoor play equipment, bicycles and toys were observed to be in good condition. The two preschool play yards are separated by a metal gate with a walk through gate with latch. Middle preschool play yard is between larger play yard and infant yard. Shade is available through the use of outdoor. Both areas were observed to be free of debris. There are areas for shade and rest on both yards. LPA did observed umbrellas that provide shade. Drinking water is available. LPA observed working water fountains outdoors. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Fencing around the perimeter of the play area is at least four feet high. Disinfectants and cleaning solutions were observed to be inaccessible to children above the cabinets in the classrooms. Poisons are locked in two outdoor sheds used by maintenance.

CPR, Pediatric First Aid and Mandated Reporter Training certificates were observed to be current. The name of the child care center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. LPA reviewed a sample of staff and children files and observed files were complete.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
