On 05/28/2025 at 8:30a.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced complaint investigation and met with the Director Daniel Asres.LPA Whitmore explained the purpose of the visit to conduct interviews with staff. LPA toured the facility indoors and outdoors and observed a total of 17 infants and 8 staff. LPA Whitmore obtained copies of the Personnel Record, Roster, Email to Parents & Staff Qualifications. LPA Whitmore conducted a staff file review.
The Department conducted a full investigation, which included staff interviews, interviews with relevant parties and other agencies, as well as a record review which included documentation related to the allegation. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegation of Qualifications Licensee does not ensure facility has a qualified director. Therefore, the allegation is deemed unsubstantiated. Meaning, although the allegation may have happened or is valid, there is not a. preponderance of the evidence to prove that the alleged violation did or did not occur.
