32 | During an interview with the Director and Assistant Director, both denied any commingling of children from different age groups. They stated that infants do not interact or share space with children from the toddler or preschool programs. There have been no concerns or complaints reported by staff or parents regarding commingling of age groups. According to the Director, there are currently no children enrolled in the toddler program due to low enrollment. On July 7, 2025, approximately 4 to 5 toddlers over the age of 2 were transitioned into the preschool program, resulting in the closure of the toddler room (Room 1). The Director and Assistant Director confirmed their understanding that the infant license allows for a maximum capacity of 16 infants, ages 0 to 24 months, with no more than 14 infants under 12 months of age. The Director and Assistant Director stated that the center has not operated beyond 16 infants at any one time, maintaining compliance with licensing capacity limits.
Based on the investigation conducted, there is insufficient evidence to support the above-mentioned allegation to be true. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.
