On 5/7/2024 Licensing Program Analyst (LPA), Loyce Phillips conducted an unannounced Annual/Random Inspection and was met by Licensee, Lisset Gutierrez. LPA observed 6 children in care with Assistant. All adults have a criminal record clearance. The facility operating hours are Monday through Friday from 7:30am to 5:00pm. The facility has liability insurance. Capacity as specified on the license is being maintained during today's inspection.

LPA toured inside and outside the facility. This is a 2 story home with 3 bedrooms, 2 bathrooms, loft/office, family room/living room, dining room, kitchen, laundry area and upper detached garage.

The areas that are accessible to children: Family room, living room, dining area, bathroom #1 located downstairs adjacent to the family room and backyard for outdoor activities. The areas that are off limits to children: The entire upstairs area. The stairs are made inaccessible by safety gate. The living room, kitchen and laundry area. The detached garage is also off-limits.

There is no swimming pool or other bodies of water on the premises. LPA observed the FCCH has 1 firearm stored in a Honeywell key locked box located upstairs in bedroom #1 inaccessible to children. The firearm has a trigger lock. The ammunition is stored in a separate combination safety box stored in the loft/office area closet inaccessible to children. No poisons were observed during the inspection. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children. LPA observed a fireplace in the living made inaccessible to children. LPA observed an empty fountain in the backyard.

There is a fully charged fire extinguisher located in the kitchen. The facility has a working smoke detector and carbon inside the home that was tested and working properly. The facility has adequate heating and ventilation for safety and comfort. Safe toys, materials and play equipment observed. The facility has 2 First aid kits located in the home. Children nap on cots. The home has working telephone service and LPA confirmed the phone number is (424) 456-4902. 809-C

Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained.

Licensee’s Mandated Reporter Training was completed on 2/26/2024. Licensee’s pediatric CPR/First Aid was completed on 4/10/2024.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep - LPA discussed the safe sleep regulations with Licensee, Lisset Gutierrez and discussed the Child Care Licensing Safe Sleep webpage at:https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed infant safe sleep log and provided an example of a sleep log to Licensee.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
