On 06/04/2024, Licensing Program Analyst (LPA) Adrian Risher conducted an announced Case Management visit for a proposed capacity increase. LPA provided the purpose of the visit and was granted access to the home. LPA met with Jennifer Real and toured the facility inside and out. The facility is applying for a capacity increase from 8 to 14. There were not any children present at the time of the inspection. The hours of operation are Monday through Saturday from 5am to 8pm. The fire clearance was granted on 5/1/2024 by inspector Henry Medina.

The home has 2 bedrooms and 1 bathroom. The daycare will consist of the living room, dining room and the bathroom. These areas were inspected by LPA. The bedrooms are considered off-limits and inaccessible. Licensee is renting the home. Licensee provided property owner/landlord consent form with the application. The children eat, complete homework and do daily activities in the dining room. The children may watch TV in the living room. Licensee stated she provides care to school age children only. The school age children do not nap at the daycare. The living room is used as the isolation area.

LPA inspected the bathroom and did not observe any medications or poisons that could pose a potential risk to children in care. The kitchen was inspected during the visit. LPA did not observe any knives or sharp objects, detergents or cleaning supplies that would pose a potential risk to children in care. These items were made inaccessible to the children. Licensee has put safety locks on the lower cabinets in the kitchen and also has a safety gate at the door of the dining room area. Cleaning supplies are stored in the lower cabinets with safety locks attached to them. Licensee provides dinner and snacks.

The outside play area is located in the backyard. There are no bodies of water in the outside play area. The outside play area is gated all around. LPA observed age appropriate toys and equipment in the backyard.

LPA observed a charged fire extinguisher (2-A:10-B:C). LPA tested the smoke detector and carbon monoxide detector. Licensee has a first aid kit which includes band aids and a thermometer. The home has an A/C unit installed in the window. Licensee uses a portable heater to keep the home warm. The wall heater in the hallway is properly screened.

Licensee stated there are no firearms on the premises. LPA observed 2 cats in the home.

The parent board has required information such as the license, parent's rights poster and emergency disaster plan. A copy of the children's roster is kept accessible.

Licensee has current CPR, first aid, health and safety which expires 12/2024. A copy of the licensee's immunizations and mandated reporter certification has been submitted to the department.

No corrections are needed today.

A license to operate a Large Family child care home will be issued following final administrative review. No license will be issued today 06/04/2024.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The licensee provided proof of control of property.

Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 07/24/2023, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
