On 12/1/2025 Licensing Program Analyst (LPA) Judy Laureano arrived at above mentioned facility for the purpose of delivering findings to the above mentioned allegation. LPA was greeted by facility director, Perla Venagas, who led LPA on a facility tour. LPA inspected all preschool classrooms and outdoor space. LPA observed 62 children and 10 staff members providing care and supervision.

On 09/17/2025 Licensing Program Analysts (LPA) Judy Laureano and Brittany Lovest arrived at above mentioned facility for the purpose of a complaint investigation. LPAs toured the facility and observed all the preschool classrooms. LPAs observed 58 children with 10 staff members providing care and supervision. LPAs initiated interviews with staff and children. LPAs requested and reviewed the following: children’s roster, staff roster, parent handbook, and sign in sheets for the month of July 2025 and sign in sheets for 9/17/2025.

On 12/1/2025 LPA concluded interviews with all relevant parties.

Based on interviews with children, staff and parents, no information was disclosed that staff handled day care child in an inappropriate manner causing a bruise. There is not enough information to prove or disprove the allegation. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove that the above allegation did or did not occur. Therefore, the allegation is found to be unsubstantiated.

An exit interview was conducted with Perla Venegas, facility director. Copy of this report with Notice of Site visit was provided.
