On 07/19/2023, Licensing Program Analyst (LPA) Lisa Clayton conducted a Case Management - Licensee Initiated for a Capacity Increase. LPA Clayton met with Licensee Sokhna Sall. The facility intends to operate Monday through Friday 8:30am to 4:30pm. Licensee provides am/pm snacks.

The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation. LPA observed age appropriate safe toys and furnishings inside and outside.

The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.

The single family home consists of the following: 3 bedrooms, 1 bathroom, living room, kitchen, and detached garage and shed, and fenced back yard.

The on-limits areas are as follows: the living room (daycare room), bathroom, bedroom 3 (napping) and the detached garage (for activities only) and the fenced backyard.

The Off-limit areas are as follows: kitchen, bedroom #1 and bedroom #2.

Bathrooms have locked drawers and cabinets. Showers are empty of household items. The living room has a screened fireplace, making it inaccessible to children.

There are no firearms or ammunition on the premises. All poisons are kept in a locked storage area. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible.

The home has a fully charged 2A10BC Fire Extinguisher, a working carbon monoxide detector, and 2 working smoke detectors. The Facility received a clearance from the LA City Fire Department on 04/27/2023 and has a pull station fire alarm near the kitchen back door.

LPA reminded Licensee of the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resources. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.

During the exit interview, licensee Sokhna Sall that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA Clayton observed that the fruit tree covering and attached to the treehouse is infested with spiders and wasps. LPA clayton instructed licensee to have the tree trimmed and fumigated prior to approval for the capacity increase.

LPA Clayton scheduled to return on August 10, 2023 to inspect the tree and review fumigation documents.

No deficiencies were cited today, Per Title 22, Division 12, Chapter 3, of the California Code of Regulations.

An exit interview was conducted, a copy of this report was read and provided to the Licensee. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit was provided and required to be posted for 30 days.
