On 10/122022, Licensing Program Analyst (LPA) Lillian Casillas conducted an announced Pre-Licensing Inspection. LPA met with Applicant, Lida Muradyan, who guided LPA on a tour of the inside and outside of the home. LPA observed 0 children in care. Hours of operation are scheduled for Monday through Friday, 7:30AM to 6:00PM. .

Applicant is applying for a Large Family Child Care Home with maximum capacity of 14 children, ages 2 years old to 12 years old. Applicant's spouse owns the property and LPA reviewed LIC 9149 Landlord Consent form.

This is a single-story home located with 4 bedrooms, 3 bathrooms, living room, dining room, kitchen, entry room, great room, detached garage, front yard, and backyard. Childcare areas are: entry room, great room, bathroom 1, and backyard. Off-limits areas are: bedroom 1, bedroom 2, bedroom 3, bedroom 4, bathroom 2, bathroom 3, kitchen, dining room, living room, front yard, and detached garage. The property includes an ADU atop the detached garage where Applicant stated mother-in-law and father-in-law reside.

Indoor


LPA entered the home through the driveway that leads to a side door to enter into the entry room. In the entry room, LPA observed age-appropriate learning materials, books, cubbies, cots, and the parent board.The parent board is secured to the wall and includes the Emergency Disaster Plan, Notification of Family Child Care (PUB394), fire safety drill log, and a space for the License. Children will use bathroom 1, which is located in the entry room. In bathroom 1, LPA observed 1 toilet, 1 sink, and paper towels. Adjacent to the entry room is the great room, which is the primary child care area. The great room is large and includes age-appropriate tables and chairs, learning materials, books, 1 diaper changing table, and 1 filtered water dispenser. Both the entry room and the great room include functioning smoke/carbon monoxide detectors as well as 2A10BC fire extinguishers secured to the wall and both serviced. Applicant stated facility will provide breakfast, lunch, dinner, and snacks. Children will eat on tables inside the great room, entry room, or on tables in the outdoor play area.

Indoor Off-Limits
The bedrooms, living room, dining room, and kitchen can only be accessed via the great room, and Applicant made the off-limits areas inaccessible to children by means of a door lock. Applicant will prepare food in the kitchen. LPA observed the kitchen to be clean and organized.

Outdoor
LPA observed a large backyard with age-appropriate play equipment, shade, and astro-turf. The backyard is fully enclosed by a fence which is over 5 feet tall. The backyard can be accessed via sliding glass doors from the great room and entry room.

Outdoor Off-Limits
The detached garage is made inaccessible by the fence that encloses the backyard.

Applicant states there are no firearms or weapons of any kind in the facility at the time of the visit. All electrical outlets have protective covers.

Family Child Care Homes
LPA reviewed with Applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the Applicant.

Criminal Record Statement


Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. [CONTINUE ON PAGE 3]

LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
