On 10/7/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Jekal Early Learning Center. LPA met with Catherine Ocran (applicant) who provided a tour of the facility. The facility is located on the premises of First Presbyterian Church, there is a two-story building with a pending school- age program (197495159) on the upper level and preschool (197495158) and the Infant center (19745157) on the lower level. There are 3 classrooms (2,3 and 4) on the lower level dedicated to infant activities, 3 and 4 are on the eastside of the outdoor activity space.

Room 4 was observed to be the napping room and was not calculated in the indoor activity space, room 2 is located on the west side of the play yard. The applicant is requesting infant license for children ages 0 – 2 years.

There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire prevention Bureau. Operation days and hours are Monday – Saturday / 6:00 a.m. – 7:00 p.m.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 3A40BC, that were last inspected on 9/9/2022.

Carbon monoxide detectors were observed in each classroom

First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer, as well as earthquake emergency kits

The rooms were clean in good repair, room 3 will be used for the infant’s indoor activity area.


Age appropriate furniture and equipment was observed in good repair, carpets and surfaces were clean and free from any hazardous conditions. LPA observed toys that promoted; Auditory stimulation, Visual stimulation, Tactile stimulation, and Manipulative skills was observed.

Room 4 will be used as a separate napping room for the infants, LPA observed 10 pack and play cribs and 2 newborn rocker bassinets for children that are unable to climb out of the crib. Cots for older infants were observed in good condition, the center will provide bedding. Applicant was advised to check with U.S. Consumer Product Safety Commission for recalled products and equipment. The napping room was not calculated in the infant indoor activity space capacity.

The facility uses wall heaters for heating, all wall heaters were made inaccessible to children using metal barricades. Fans and windows will be used for cooling. Windows were in good repair free of chipping paint, dirt, insects or debris. Ceiling lights were observed providing adequate lighting.

Trash cans used for solid waste were observed with tight fitting lids and a diaper genie for soiled diapers.

The office and the staff restroom or potty chairs, will be used for isolation areas of ill children. Applicant was made aware that there shall be a crib in this area for infants that are not able to rest on cots.

The facility was equipped with a working telephone, located in the office

The required postings were also posted in a prominent area for parents and visitors review.

Parents and authorized adults will sign children in and out, using their original signature. Applicant was made aware that sign in sheets shall be retained for a minimum of one month and readily available for review by the Department.

Measurements for the indoor activity space was 667.00 divided by 35 SQ. FT. per child = 19 infant children.

FOOD SERVICE:

There shall be an individual feeding plan for each infant, the plan shall be updated as often as the authorized representative wants, or as necessary.

Lunches and snacks will be provided by the school using a private vendor for the older infant’s Weekly menus were posted for review. The infant's authorized representative may provide formula or breast/mother's milk, such formula or milk shall be bottled and labeled before being accepted by the center. All food provided by the infant’s parent or authorized representative shall be labeled and probably stored. LPA observed a small refrigerator in room 3, the refrigerator was in the need of cleaning.


LPA observed 3 highchairs, 3 low feeding chairs and age appropriate table with chairs. The applicant used portable partitions to section off an area for feeding (avoiding distractions), this area was included in the indoor capacity. Applicant was made aware that feeding chairs are to be used during feeding only, children shall be removed immediately following feedings.

Center has devised an Incidental Medical Service plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding

LPA did not observe any toilets in this area, applicant shall provide potty chairs 1 to every 5 infants being potty trained. LPA observed 2 sinks in the infant’s indoor activity area. LPA observed 2 changing tables within arm’s reach of a sink, changing table’s mats were at least 3 inches thick. Cubbies were observed for infant’s belongings and diapering needs.

The following was observed of the infant outdoor activity space:

The space was totally separate from other components or programs on the premises. LPA observed artificial grass for cushioning and resilient cushion mats under climbing equipment. LPA observed a shade area over the climbing equipment, benches were not observed during todays inspection. LPA observed two planters in the center of the outdoor activity area, per applicant these shall be used for gardening.

Applicant shall make protruding piping inaccessible to children in care, LPA observed a water spicket near the entry gate and one to the rear fencing. The outdoor activity area was enclosed with a 4 feet gate or higher. Non-stationary, age appropriate toys will be made readily available for infant activities.

Measurements for the infant outdoor activity area equals 2368.55 divided by 75 square feet per child for a total of 31 infant children.

Based on today’s inspection the center shall be recommended for a capacity of 11 infants, determined by the applicants request.

applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
