On 10/6/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Jekal Early Learning Center. LPA met with Catherine Ocran (applicant) and Julysan Rios (representative)who provided a tour of the facility. The facility is located on the premises of First Presbyterian Church, there is a two story building with a pending school- age program (197495159) on the upper level and preschool (197495158) and Infant center (19745157) on the lower level. There are 4 classrooms on the lower level dedicated to pre-school activities rooms 2,5,6, and 7 on the west side of the outdoor activity space. The applicant is requesting a preschool license for children ages 2 year - until entry into first grade. There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire prevention Bureau

INDOOR ACTIVITY SPACE

Fire extinguishers were 3A40BC, that were last inspected on 9/9/2022.

Carbon monoxide detectors were observed in each classroom

First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer, as well has earthquake emergency kits

The classrooms were clean, in good repair

Age appropriate furniture and equipment was observed in good repair

Drinking water will be provided through filtered water dispensers

The facility uses wall heaters for heating, all wall heaters were made inaccessible to children using metal barricades. Fans and windows will be used for cooling. Windows were in good repair free of chipping paint, dirt, insects or debris

Adequate lighting was observed

Trash cans used for solid waste were observed with tight fitting lids

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinet or storage rooms

The office and the staff restroom will be used for isolation of ill children

The facility was equipped with a working telephone, located in the office

The required postings were also posted in a prominent area for parents and visitors review.

Parents and authorized adults will sign children in and out, using their original signature. Applicant was made aware that sign in sheets shall be retained for a minimum of one month and readily available for review by the Department.

Measurements for the indoor activity space was 2395.56.14 divided by 35 SQ. FT. per child = 68 preschool children

FOOD SERVICE:

Lunches and snacks will be provided by the school using a private vendor. Weekly menus were posted for review. Children will eat in room 1 which is dedicated as a cafeteria (this room was not included in the capacity determination). LPA observed a refrigerator with a thermostat for foods capable of contamination, The refrigerator was in need of cleaning, LPA observed small gnats inside . There were cabinets for storing foods and snacks and prepping areas. LPA did not observe any rodent droppings or insects in this area, during todays inspection. LPA also observed a separate locked cabinet with toxins and detergents, inaccessible to children in care. The applicant shall make arrangements to have alternate foods for children with allergies.

Center has devised an Incidental Medical Service plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding

THERE WERE:
4 toilets = 1 toilet per 15 children for a total of 60 children
5 sinks = 1 sink per 15 children for a total of 75 children
The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Jack and Jill restrooms were observed in rooms 5 -7. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition.

The outdoor activity space was enclosed within the buildings structure or gated with a 4 inch or higher gate.

Applicant shall make the grassed area temporarily off limits until grass grows in to level the surface, make retainer bricks inaccessible to children in care and cover the water sprinkler in the grassed area

Artificial and live grass was observed for cushioning under all climbing apparatus.

Water pitchers will be made available for an outdoor water source

LPA observed trees shade sails and tents for shade. Benches for resting.

Measurements for the outdoor activity area were 4156.92 divided by 75 sq. ft. per child for capacity total of 55 preschool children. Applicant is requesting a waiver of the outdoor capacity space. To accommodate the indoor activity space.

Based on today’s inspection the facility shall be recommended for a capacity of 60 children determined by the requested capacity, pending approval of the waiver and the following corrections.

  • The refrigerator was in need of cleaning, LPA observed small gnats inside.
  • Applicant shall make the grassed area temporarily off limits until grass grows in to level the surface, make retainer bricks inaccessible to children in care and cover the water sprinkler in the grassed area

applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
