On 3/22/2023 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Kiddie Kollege Inc. for the purpose of conducting a pre-licensing inspection. LPA met with Ava Brown (applicant) who provided a tour of the facility. The applicant is requesting a preschool license, with a capacity of 30 pre-school children; ages 2 - 5 years the applicant has a pending infant application #197495233. The building is a single story commercial building, applicant also has property control of the space located next door at 2643 W. Manchester Blvd., Inglewood, CA. 90305, at the time of todays visit day care activities were not to be in this space. There are 4 spaces to be utilized for pre-school activities: the small space beyond the entry area, the small room to the east of the entry with an second entrance located in the hall way, and two adjoining space beyond the small entry room. Families will enter the center through rear of the building using the pedestrian entry gate, the parking lot will be used for outdoor activities only. There is an approved fire clearance on file conducted by Michael Judkins of the L.A. County Fire prevention Bureau

Carbon monoxide detectors were observed

First aid kits were available with the required essentials: scissors, bandages, tweezers, and thermometer

Age appropriate equipment was observed in good repair

Drinking water will be provided through filtered water fountains

The facility has central heating and cooling.

The center has monitoring cameras through out the center

Windows were in good repair free of chipping paint, dirt, insects or debris

Adequate lighting was observed

The classrooms (spaces) were clean in good repair

Trash cans used for solid waste were observed with tight fitting lids

No Fireplaces or open face heaters were observed

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinet and storage room

The small room on the east side of entry shall be arranged for isolation when necessary and the staff restroom will be used for child's toileting needs

Per applicant, the facility is equipped with land line services, telephones were not connected during todays visit

Parents and authorized adults will sign in and out children using the electronic devise “Pro Care” . Applicant was informed that these signatures shall be readily accessible at the request of the department or other enforcing agencies for a minimum of 30 days.

The required postings were also posted in a prominent area for parents and authorized adults review.

Cubbies were available for children's belongings, LPA observed 19 cubbies, applicant was advised that each child must have a place to store their belongings.

Measurements = 931.49 divided by 35 square feet for a total of 26 children

FOOD SERVICE:

Lunches and snacks will be provided by the center. Weekly menus were posted for review. Children will eat in their classrooms.

LPA observed a full kitchen that was inaccessible to children in care, the kitchen was clean, refrigeration (with thermostats) and storage for foods were observed.

Center does not provide Incidental Medical Service (IMS) at the time of the inspection, IMS was discussed.

RESTROOMS

THERE WERE:

3 toilets = 1 toilet per 15 children for a total of 45 children

3 sinks = 1 sink per 15 children for a total of 45 children

Toilets and sinks were age appropriate, the sinks allowed for hot water, during todays inspection, water was hot to the touch. Applicant was advised, fixtures used by children to attain a hot water temperature of not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees C). Taps delivering water at 125 degrees F (51.6 degrees C) or above shall be prominently identified by warning signs. During the inspection hot water valves were turned off.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable age appropriate and in good repair.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment was not observed during todays inspection, per applicant mobile toys will be readily available to accommodate shared outdoor space. Applicant has requested a waiver

The play yard was gated with a 4 inch or higher gate.

LPA observed electrical tubing that needs to be secured or made inaccessible to children in care..

LPA did not observe any climbing apparatus, that needed resilient cushioning, during todays inspection.

LPA did not observe shading in place, benches for resting were observed. Applicant shall apply cushioning or make retention poles inaccessible to children in care and devise a plan for outdoor privacy prior to licensure.

Measurements for the outdoor activity area was 1443.36 square feet divided by 75 sq. ft. per child for a capacity total of 19 children

Based on today’s inspection the facility shall be recommended for a capacity 26 preschool children based on the indoor measurements and pending waiver approval.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
