LPA met with Tina Avila (director) Kim Soria (assistant director) and Rachelle Vanderstay (director- operations) who provided a tour of the facility. The applicant is requesting a preschool license with of capacity of 140 preschool children, ages 2 years – until entry into first grade, and a toddler option with a capacity of 20 children ages 18 - 36 months. The building is a two-level building, located on the campus of Trinty Lutheran Church. There are 9 classrooms dedicated to childcare activity, in classrooms 7,8 and 9 upstairs, children must be ages 4.9 or older. Childcare operation days and hours will be Monday – Friday/ 8:00 A.M. – 5:00 P.M. Parents shall enter the center through entry gates nearest to the child's classroom: Rowell St., 10th St. or the churches parking lot. There is an approved fire clearance on file conducted by Susana Contreras of the Manhattan Beach, Fire Department. The following was observed of the: INDOOR ACTIVITY SPACE** Fire extinguishers were 2AB10C or larger, last serviced 8/10/2023. Carbon monoxide detectors were in all classrooms pg.1

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Furniture and equipment was observed in good repair.

Drinking water will be provided through filtered water dispensers. LPA recommends that children use bottled water until water faucets are Lead tested.

The facility has central heating and cooling. No Fireplaces or open face heaters were observed.

Windows were in good repair free of chipping paint, dirt, insects or debris.

Adequate lighting was observed.

The classrooms were clean in good repair.

Trash cans used for solid waste were observed with tight fitting lids.

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinet.

There is a designated room that will be used for isolation of ill children, the staff restroom is located on the upper floor next to the designated room will be used for these children. There shall be direct supervision at all times.

The facility was equipped with working telephones in each classroom. pg.2

Parents and authorized adults will sign children in and out, using an electronic devise, LPA informed the director that sign in sheets, shall be made readily available for printing, at the request of the departments request.

The required postings were also posted, applicant was advised that the postings shall be posted in a prominent area for viewing.

LPA strongly recommends that alerting devises or handle locks be added to all exits

Measurements for the indoor activity space was 5634.79 divided by 35 SQ. FT. per child = 160 children.

FOOD SERVICE:

Meals will be provided by parents, and snacks will be provided by the child care center. Weekly menus were posted for review.

LPA observed a full kitchen area, the kitchen was clean refrigeration with thermostat and storage for foods were observed. Cabinet and drawers were made inaccessible to children. This area was clean, knives and sharp items were inaccessible to children. LPA did not observe any hazardous conditions.

Center shall devise an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding. IMS was discussed with the directors.

RESTROOMS

THERE WERE:

14 toilets = 1 toilet per 15 children for a total of 210 children. Toilets were age appropriate.
20 sinks = 1 sink per 15 children for a total of 300 children. Sinks were age appropriate.

Children from room 9 shall use the restroom located in the isolation area or the restroom down stairs that can be accessed from the court yard, when the isolation room is in use.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age appropriate toys and equipment were observed in good condition.

The play yard gated with a 4 inch or higher gate.

Adsorbent cushioning and artificial grass were observed for cushioning under all climbing apparatus.

Water Faucets were readily available for an outdoor water source

LPA observed sail shades for shade in the preschool area, applicant shall provide shading for the toddler yard and benches for resting.
No hazardous conditions or equipment was observed during today’s visit.
Measurements for the combined outdoor activity area were: preschool play yard = 6320.07 divided by 75 sq. ft. per child for capacity total of 84 children, the toddler outdoor activity area= 737.45 for a total of 9 children
Based on today’s inspection the facility shall be recommended for a capacity of 139 preschool children and 20 toddler children determined by the indoor activity space, pending approval of the requested outdoor waivers for the preschool and toddler play yards.
Exit interview conducted and report was reviewed Tina Avila and Rachelle Vanderstay.
The following recommendations shall be delivered no later than 9/8/2023

LPA recommends that children use bottled water until water faucets are Lead tested.
