On 03/19/2025 at 1:46 p.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced complaint investigation and met with the Center Manager, Cecila Rivas. LPA Whitmore explained the purpose of the visit to conduct interviews with staff and children. LPA toured the facility indoors and outdoors and observed a total of 7 children and 6 staff. The facility has a total of three classrooms. Classes 14 and 15 children leave at 2:00p.m. Class 16 children stay until 4:00p.m. LPA Whitmore obtained copies of the Facility Roster and Personnel Report.
On 04/02/2025 at 12:30 p.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced complaint investigation and met with the Center Manager, Cecila Rivas. LPA Whitmore explained the purpose of the visit to conduct more interviews with the children and conduct classroom observations. LPA toured the facility indoors and outdoors and observed a total of 22 children and 6 staff.
On 04/29/2025 at 12:41 p.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced complaint investigation and met with the Center Manager, Cecilia Rivas. LPA Whitmore explained the purpose of the visit to review staff files. LPA toured the facility indoors and outdoors and observed a total of 6

children and 6 staff. Staff files were reviewed on Child Plus. LPA Whitmore obtained copies of the staff qualifications.
The Department conducted a full investigation, which included staff interviews, interviews with relevant parties and other agencies, as well as a record review which included documentation related to the allegations. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegations of Personal Rights - Staff handle day care children aggressively observations were conducted during naptime, outdoor time and snack time. Qualifications - teachers teaching without permits. LPA conducted a file review of qualifications. All teachers, have degrees and Child Development units.
Based on interviews conducted, observations and information obtained, the allegations are deemed unsubstantiated. Meaning, although the allegations may have happened or valid, there is not a preponderance of the evidence to prove that the alleged violations occurred. No deficiencies cited.
An exit interview was conducted, copy of this report was read, appeal rights along with Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days.
