On 11/20/2024, Licensing Program Analyst (LPA) Adrian Risher conducted a complaint subsequent visit regarding the above-mentioned allegations. LPA met with Demi Lara, Director. LPA explained the purpose of the inspection. LPA observed 92 children with 26 staff.

On 09/24/2024, ESCCRO received a complaint regarding facility has a foul smell/odor, facility is not kept clean, staff did not ensure sufficient changes of clothing or diapers were available at the facility for child in care. Information was received that the classroom is completely filthy, nothing looks clean and the facility has a strong odor. Staff are not letting parents know when a child needs more diapers or clothing.

On 09/30/2024, LPA Risher conducted interviews with Director and staff 1-8. LPA requested a copy of the facility roster and the weekly cleaning checklist.

Staff reported the diapers are checked every 2 hours and as needed. Staff stated the trash is taken out once in the middle of the day and again at the end of the day. Staff clean and wipe down the tables through out the day. Staff stated the diaper changing table is cleaned after every use. Staff disinfect and clean the toys and mats at the end of each day. Parents reported the staff clean the classrooms daily.

Staff reported there is a cleaning crew that comes to clean the classrooms after hours. Staff stated they use bleach to clean the counters and wipe down the mats, and shelves. Staff wash the soft toys each day. Parents stated the classrooms are cleaned daily.

Staff reported the parents provide diapers, wipes and changes of clothes. Staff stated notifications are sent to the parents thru the app the school uses to communicate with the parents. Parents reported the parents supply the school with diapers, wipes and clothes. Staff send notifications to the parents when supplies are low via an app called Bubbles and Friends. Parents stated staff notify them about the supplies that are needed in person as well.

Based on interviews and observations, there is insufficient evidence regarding the allegations of Personal Rights. Staff and Parents reported the facility is cleaned throughout the day and again by a cleaning crew after the facility is closed. The trash and dirty diapers are taken out at least 2 times per day. Staff and parents reported notifications are sent to the parents when children’s supplies are low. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated.

Exit interview was conducted and a copy of the report was provided. Appeal rights were provided and discussed Demi Lara, Director.
