On 08/24/2024 Licensing Program Analyst (LPA) Jillinda Chandler met with Darlene Gardner (applicant) and Jasmin Smith (director). The purpose of the visit was an announced pre-licensing inspection at 3661 - 3663 Imperial Hwy., Inglewood, CA. 90303.

The applicant is requesting a license for 12 infants ages, 5 weeks - 2 years and a preschool component for children ages 2 to entry into first grade. The child care center will operate Monday – Sunday 6:00 a.m. – 7:00 p.m. The facility is a single story building located with two connecting plots, access to both facilities can be accessed from inside of the building. Infant care shall be conducted in the 3663 side of the building and preschool operations will be conducted on the 3661 side. There is an approved fire clearance conducted by Michael Judkins of the L.A. County Fire Department, on 6/27/2024

LPA observed the following of the:



Indoor activity space:
Age appropriate furniture and equipment was observed in good repair
A variety of age-appropriate equipment and toys that provide and encourage Auditory stimulation, Visual stimulation, Tactile stimulation, and Manipulative skills.
LPA observed 4 cribs, cots for napping and 5 wide base high chairs in good condition.
The facility was equipped with central heating and air conditioning.
Fire extinguisher were last serviced on 11/1/2023.
Parents sign in and out using an electronic devise, sign in sheets shall be made readily available at the request of licensing analyst for a minimum of 30 days. Pg.1

Carbon monoxide detectors were present and operable during todays inspection
Waste bins had tight fitting lids
First aid containing bandages, tweezers, thermometer and scissors were observed.
A parent board with the required posting will be relocated to a common area for viewing and additional required posting shall be added
Individual cubbies for children belongings were observed.
Classrooms and carpets were clean and in good condition.

During todays visit, based on todays measurements, the applicant wishes to change the requested capacity to 12 infant children. Applicant will provide a new LIC. 200A(rev.8/23) to the regional office

Indoor total measurements: 449.73 square feet for the infant component which will accommodate the amended requested capacity and 641.09 for the preschool component which will not accommodate the requested capacity.

Restrooms:



The restroom located at the end of the hall shall be dedicated to the infant program.
Two changing table within arms reach of a sink were observed, the faucet in the infant restroom delivered warm water. There was padding with at least 3 inch sides.
There was 1 toilet and 1 sink dedicated to the infant program. The sinks and toilets were standard size, the restroom located near the receptionist desk and the one located off the infant room shall be dedicated to the preschool, there were 2 toilets and 2 sinks.
LPA observed wide based steps and potty rings to assist children when using these fixtures.
The applicant was informed that if planning to use potty chairs, there shall be 1 potty chair per every 5 children being potty trained.
The restrooms were clean and provided the necessary toiletries.

Food services: The applicant will provide meals and snacks. Per the applicant meals are provided through Feeding Their Future meal vendor. LPA did not observe any vermin feces or insect in the main kitchen, the kitchen is located in the rear of the facility in the teachers lounge. LPA observed a refrigerator for formulas and foods capable of contamination. The staff restroom is also located in the area.
The refrigerator located in the infant room requires a thermometer.
Outside activity space:
The play yard was enclosed by a four feet or higher gate.
Toys and equipment were age appropriate in good condition
Artificial grass and mats were observed for cushioning
Shading and benches were observed.
Children use individual cups for outdoor water sources, cups are refilled using a picture with water from a filtered water dispenser.
***This report has been amended to correct infant yard measurement statement***
Outdoor activity space measures: 760.29 sq. ft. for the infant yard which will not accommodate the requested capacity, and 1897.79 for the preschool yard which will accommodate the requested capacity. Applicant shall request a waiver for the Infant outdoor activity area.
Per todays inspection applicant shall be recommended for an infant of capacity of 12 infants determined by the requested capacity of the applicant, and 18 preschoolers determined by the indoor measurements, and pending recommended corrections, below.
Applicant is hereby informed of all regulation pertaining to infant care can be found in Title 22, Division 12 Chapter 1 Sub chapter 02. Infant Care Centers.
During todays visit, based on todays measurements, the applicant wishes to change the requested capacity to 12 infant children.
Recommended corrections:
  • Applicant will provide a new LIC. 200A(rev.8/23) to the regional office
  • Make outdoors trash bins inaccessible to children in care.
  • Add thermometer to infant room refrigerator
  • Devise a plan to make driveway inaccessible to children
  • Secure snacks stand near the reception area

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four
LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with applicant the LIC. 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
