On 9/24/2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to the Launch Pad Learning day care center for the purpose of conducting a pre-licensing inspection. The applicant is requesting to add an infant component to an existing preschool with a toddler option (197493709), the license will convert to a single license (197495378). All programs shall maintain indoor and outdoor separation per Title 22, section 101438.3(b)(2) and 101438.2(b). The applicant wishes to care for a total capacity of 113 children: 81 preschool children, ages 2 years - until entry into first grade; 12 toddlers, ages 18 - 36 months; and 20 infants, ages 6 weeks - 24 months.
There is an approved fire clearance on file conducted on 7/24/2024 by Michael Judkins of the Los Angeles County Fire Department Prevention Bureau.

The following was observed and measurements were taken:

Infant care will be provided in rooms 1(Tranquility) and half of room 2 (Harmony).
LPA observed age appropriate toys and equipment; 5 cribs (with evacuation wheels) and 1 pack and play in the napping area, LPA informed the applicant that extra cribs are not to be set up in the activity area. LPA informed the applicant the napping did not have sound adsorbing separation material to afford infants a quiet resting space. Applicant shall apply the materials prior to licensure. There were three changing tables within arms reach of a toilet, 3 toilets and 3 sinks, a broad based eating/activity table, a refrigerator with a thermometer and cubbies for infants belongings. LPA referred applicant to Title 22, sub-chapter 2 Infant Care, for questions or concerns regarding infant care.

Measurements for the indoor activity space = 700.19 square feet which will accommodate the requested capacity
Measurements for the outdoor activity space for the = 506.37 (garden and small gated area near rear gate), which will not accommodate the requested capacity. Applicant is requesting a waiver to share the outdoor space of the toddler component. LPA recommended the garden area needs some grooming.

Toddler operations will also take place in room 2 (Harmony) using gate partitions, LPA informed applicant per Title 22, section 101438.3(b)(2) Moveable walls or partitions, if used, shall be at least four feet high; shall be constructed of sound-absorbing material; and shall be designed to minimize the risk of injury to infants, the gate in room 2 (infants and toddlers) measured 2 ft. 6 in.

Measurements for the toddler indoor activity space measured 441.21 which will accommodate the requested capacity.
Measurements for the toddler out door activity space= 941.33 which will accommodate the requested capacity.

Preschool operations will take place in rooms:
Rooms 1,2, and 3 (Destiny) located in the main building
Rooms 1 and 2 (Unity) located in the two story building
Room 3 (Quest) located in the infant building, the last class near the 2 story building

Measurement of the indoor activity space= 2837.17 which will accommodate the requested capacity.
Measurements for the outdoor activity space = 5271.84 which will not accommodate the requested capacity. The preschool has an approved waiver on file for the pre-school's out door activity space.

Based on todays observations and measurements the facility shall be recommended for a total capacity of 113 children: 81 pre-school children, 12 toddlers and 20 infants. Pending waiver outdoor waiver approval and corrections.

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Child Care Center has completed Lead Testing.

This facility has devised an Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Safe Sleep - LPA discussed the safe sleep regulations with or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and resources/safe-sleep as an additional resource.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



LPA reviewed with applicant the LIC. 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
