On 7/31/2024, Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Eagles' Nest Preschool located at 640 Virginia St., El Segundo, CA. 90245, for the purpose of conducting a pre-licensing (relocation) inspection. The applicant is relocating to accommodate construction at their primary center (197419648).The relocation site is located on the Richmond Street elementary school campus. Temporary relocation will be begin August 26, 2024 - August 25, 2025. Day care operations will be conducted in bungalow 1-2 (single classroom). LPA met with Guadalupe Grijalva (director) who provided a tour of the facility. The applicant is requesting a preschool license with a capacity of 48 children, ages 3 - 5 years. Day care operational days and hours will be Monday – Friday/ 8:00 A.M. – 4:00 P.M. The elementary school's fire clearance for the current year was provided.

The following were observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger, last serviced 5/4/2023.

Carbon monoxide detector was observed in the classroom.

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments, and thermometer.

Age-appropriate furniture and equipment was observed in good repair.

Cots were not observed for napping. Cots were still located at primary site

Backpack hooks were observed for children’s belongings.

Drinking water will be provided through filtered water dispensers.

The facility has central heating and cooling.

Windows were in good repair free of chipping paint, dirt, insects, or debris.

Adequate lighting was observed.

The classrooms were clean in good repair.

Trash cans used for solid waste were not observed with tight fitting lids.

No Fireplaces or open face heaters were observed.

Disinfectants and cleaning solutions and other toxins or poisons were made inaccessible to children in care.

Isolation for ill children will be the main office or the on campus nurses office

The facility was equipped with a working telephone in the classroom.

Parents and authorized adults will sign children in and out, using their original signatures. Sign in sheets shall be readily available for a minimum of 30 days.

The required postings were not posted, applicant was advised that the postings shall be posted in a prominent area for viewing.

Measurements for the indoor activity space were 1018.18 square feet, which will not accommodate the applicant’s request.

FOOD SERVICE:

All meals and snacks are provided by parents, per director emergency snacks are available.

Center has devised an Incidental Medical Service (IMS) plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), Glucose monitoring (diabetics) and children needing G-tube feeding. IMS was discussed with the director.

LPA observed wide base stools to assist children in using the standard sized fixtures.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in fair condition.

The play yard was gated with a 4 feet or higher gate.

Applicant shall devise a plan to maintain separation from school-age children. Per the director cushioning will be added to the garden area.

Water was readily available for an outdoor water source; children use their personal water bottles for drinking and filtered re-fillers located on the yard.

LPA observed umbrella shades and benches for resting.

LPA recommends that cushioning be added to the tether ball pole, the school-age (portable) basketball court be relocated, rodent traps be made inaccessible to children and equipment to be cleaned.

Measurements for the combined outdoor activity area was 9435.59, which will accommodate the requested capacity.

Based on todays inspection and observations the center shall be recommended for a reduced capacity of 29 preschool children, determined by the indoor measurements and following recommended corrections.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with director the LIC. 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

An exit interview was conducted, a copy of this report was discussed and provided to director Guadalupe Grijalva
