On 9/16/2024 Licensing Program Analyst (LPA) Jillinda Chandler made an announced Case Management - Licensee Initiated inspection to the Bread Of Life Christian Children's center for the purpose of adding an infant component to the facilities existing Day Care center. The center has an existing preschool (197410454) and school-age (197408593) license that will be converted to a single license (197495438). The center is located in the Bread of Life Christian Church. The applicant is requesting a capacity of 12 infants, ages 2 -24 months.
Room: 123 will be dedicated to the infant program (124 is a napping room only)
Rooms: 180,181 A-B,173,174 and 179 are preschool classes
Rooms: 116,169,168,178 are school age classes.
LPA met with director Alicia Minor and the facility was toured inside and outside based on the provided facility sketch. There's a current fire clearance on file conducted 6/25/2024 by Inspector Genevieve Stewart of Torrance Fire Department.

The facility is taking away one room from the school age program (RM. 123)The following was observed and measured.

LPA observed 6 cribs in the napping room, the napping room was not included in todays measurements. The furniture was age appropriate, nothing was observed hanging from the cribs. There was one portable sink within arms reach of the changing table, the center will use potty chairs for toilet training.

There shall be 1 potty chair per every 5 children and the following requirements shall be met
  • The potty chair shall be placed on the floor and used in accordance with the manufacturer's instructions.
  • After each use, the potty chair shall be promptly emptied into a flushing toilet, and all surfaces shall be thoroughly cleaned and disinfected.
  • No infant shall be left unattended while on a potty chair or seat.
  • As part of toilet training, each infant shall receive instruction and assistance in hand washing after use of the toilet.
LPA advised director for infant care to refer to Title 22, Division 12
Chapter 1 Sub chapter 02. Infant Care Centers

The following correction shall be made prior to licensure:
1. Remove stacked chairs from all classrooms
2. The refrigerator requires a thermometer
3. Potty chairs shall be purchased.
4. Provider will request a waiver for the outdoor activity spaces.

Infant room's measurements = 804.75, which will accommodate the requested capacity
  • School-age program indoor measurements were = 2145.82, which will continue to meet the school current capacity.
  • Infant outdoor space 445.29, which will not accommodate the requested capacity and will required an outdoor space waiver
  • Preschool outdoor space was remeasured to accommodate the infant yard new measurement = 2632.67 which will require a new outdoor space waiver

Based on todays observation and measurements the center shall be recommended for an infant component with a capacity of 12, pending waiver approval and completed corrections, photos of the listed corrections shall be mailed to the department no later than 10/7/2024.

Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Child Care Center Testing deadline has not passed.

This facility has devised an Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
