On October 16, 2024, at 9:00 AM, Licensing Program Analyst (LPA) Devon Carus conducted an announced Pre-Licensing inspection. The purpose of the visit was to ensure that health, safety and personal rights, as required by Title 22 Regulations governing California Family Child Care Homes, will be met by Horace Knights and Brenda Leon, (applicants). This is a new application. The applicants applied for a Small Family Child Care Home with maximum capacity of eight children.

Per the application, at this time, the ages the applicant wishes to provide services for are children 6 months to 12 years old, Monday-Sunday from 12:00 am to 11:59 pm. Applicant was informed that any changes to ages, hours and days of operation shall be submitted to the department for approval prior to initiation of changes. Applicant will be providing transportation regarding pickup and drop off from schools. Applicant will have parents sign transportation agreements.



LPA met with applicants and was guided on a tour of the home, indoor and outdoor. Per applicants, the residents in the home include applicants, two biological children (19-year-old girl and 7-year-old boy), and one small Pomeranian dog. LPA reviewed the facility sketch (indoor and outdoor) and it was observed to match the physical plant of the home. Applicant's home is a one story, three-bedroom( bedroom 1, bedroom 2, bedroom 3), one bathroom home with a dining room, kitchen area with a back door leading to the outdoor play area , front yard with small trees and a driveway, a side yard that will serve as a play area for the children, a back yard with grass and planters, and a disconnected garage that is off limits to children in care. The applicants will use the living room, outdoor area on side yard, and bedroom 1 as the primary areas of care which is located near the front of the home.

LPA observed kids chairs and a table, and a children’s rug in the living room. LPA observed a 2A10BC fire extinguisher that had been serviced on 5/23/2024, LPA inspected and observed bedroom #1 (day care area) where there were children’s toys, matts and cots for sleeping, a crib, children’s rugs, and children’s books. LPA inspected and observed bedroom #2. Located there were bunk beds, dressers, toys, and a television. LPA inspected and observed bedroom #3. Located there were a bed, night stands, a television, and a door to the back yard. LPA inspected and observed the side yard (day care area) which was fenced and safe for children. In this area were toys, mats and carpets covering the entire area, outdoor children’s toys, and foam covering for the poles as safety measures. LPA observed and inspected the back yard, and met the applicant’s dog there. The dog will remain here, and there are locked doors keeping this yard separate from the child care areas. The yard had grass, flower beds, a deck, and the detached garage. LPA observed smoke detectors & carbon monoxide detectors which were tested by applicant and were observed to be in working order. LPA observed no fire place in the home. LPA observed a heater in the hallway which is out of reach of the children due to a safety gate. LPA observed outlets with covers.

LPA inspected the bathroom, and observed a working toilet, sink, shower, and children’s training toilet. All parts of the bathroom were clean and in order. LPA did not observe any medications, toxins or cleaning compounds that would pose a risk to children in care. The off-limit areas, are made inaccessible to daycare children, include the following: bedrooms 2, and 3 (utilizing a child proof safety gates or door locks), un-fenced back yard area, the detached garage, kitchen, and dining room (also made inaccessible by safety gates). The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There are also cleaning compounds in a locked closet in the hallway that are made inaccessible by child lock, and a door knob lock. According to the applicant, there are no weapons or firearms at the home; LPA did not observe any firearms or weapons at the time of the inspection. LPA observed 1 small Pomeranian dog. The applicant will utilize the side yard (outdoor day care area) only for day care children. There is a tall wooden fence separating the back yard from the kids outdoor space on the side yard. LPA did not observe any debris or hazards that would pose a risk to children in care. LPA did not observe any bodies of water. PAGE 2

The Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant provided proof of control of property.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On 05/11/2023, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
