On 10/22/2024, Licensing Program Analyst (LPA) Loyce Phillips conducted an announced Pre-Licensing Inspection. This inspection is due to an application received for a relocation of a large family child care home. STD 850 Fire Inspection Request was approved and received on 10/18/2024. LPA met with Licensee, Gloria Arango and was guided on a tour of the facility. Licensee intends to operate Sunday through Saturday from 4:00am to 6:00pm. Licensee will provide breakfast, lunch, dinner and am/pm snacks to children.

Licensee currently has child-care insurance. The areas identified on the facility sketch were inspected. This is a 3 bedroom, 2 bathroom home with living room, dining area, kitchen, laundry area (located in the kitchen) and detached garage.

Areas that are accessible to children are as follows: Living room, dining area, bedroom 1 (infant/napping room/play room), bathroom #1 and front yard for outdoor activities.

The off-limits areas are as follows: Bedrooms #2, #3, bathroom #2, kitchen, laundry area, detached garage and backyard. Right side and left side of the homes. The bedrooms and door leading to the backyard is made inaccessible by a child safety gate. The kitchen is off limits by a child safety gate.

The home has a swimming pool. The swimming pool is located in the backyard. LPA observed a mesh pool gate that is attached to the left side of the property wall to the back side of homes wall. LPA measured the pool gate and the pool gate measures at 5ft and is constructed so that the fence does not obscure the pool from view. The opening gate swing away from the pool and self closes and self latches. The gate has a key lock mechanism. The side door located in the kitchen and the back door leading to the back yard has door chimes that will alert when the doors are open. There are no firearms or ammunition allowed or stored in the facility. 809-C

The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children are inaccessible. LPA observed age appropriate safe toys inside and outside. Licensee advised; children will nap on cots and mats. Infants will nap in cribs and pack n' plays. LPA observed 2 cribs in the napping area. Licensee has a carbon monoxide and smoke detector that was tested and operating. The fire extinguisher serviced on 8/1/2024 is located in the dining area near the kitchen. Medications are stored in upper kitchen cabinet inaccessible to children. Knives were observed in a kitchen cabinet on the top shelf inaccessible to children. Cleaning products are kept under the sink cabinet and upper laundry area cabinet inaccessible to children.

LPA reviewed with Licensee LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Ms. Arango and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resources. LPA also informed Ms. Arango of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletter and other important information communication platform.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited.

Based on today's inspection, the facility is approved for a License pending managers approval.
