On 2/13/2025, Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Beach Moms CDC. Inc. located at 1720 Broadway, Santa Monica, CA. for the purpose of conducting a pre-licensing inspection. The facility is located on the premises of Crescent Bay Lodge. LPA met with Celia Fisher (licensee)who provided a tour of the facility. On arrival LPA observed 5 staff members providing care to 12 children. The licensee is requesting to add 10 toddlers ages 18-36 months to her existing day care license with a capacity of 30 preschool children ages 2 until entry into kindergarten, there are 2 sections to be dedicated to toddler activity; toddler room 1(section 1 near exit door and room 2 enclosed area opposite the preschool classroom), preschool operations shall be held in pre-school rooms 1 (section 1 located at the parent entrance) and preschool room 2 (located in the second section near the exit door). Day care operation days and hours will be Monday – Friday/ 7:00 A.M. – 5:30 P.M. There is an approved fire clearance on file conducted by Alex Martinet of the Santa Monica Fire Department.

The following was observed of the:

INDOOR ACTIVITY SPACE

Fire extinguishers were 2AB10C or larger, last serviced 11/26/2024

Carbon monoxide and smoke detectors were observed in operable conditions.

First aid kits were available with the required essentials: scissors, bandages, ointments, and thermometer. Licensee shall add tweezers to all first aid kits

Age-appropriate furniture and equipment was observed in fair repair.

Cots and mats were observed for napping, applicant was informed that beddings must be removed when cots and mats are stacked.

Cubbies were observed for children’s belongings.

Drinking water will be provided through filtered water dispensers.

The facility has covered wall heaters for heating and air conditioners for cooling.

Windows were in fair repair free of chipping paint, dirt, insects, or debris.

Adequate lighting was observed.

Cameras were observed in the classrooms and outdoors area. licensee states that the camera has continuous monitoring and play back time. Applicant was informed that footage should made readily available upon request by the department.

The classrooms were clean in good repair.

Trash cans used for solid waste were observed with tight fitting lids.

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children in care.

There was a designated area for an isolation of ill children. The staff restroom shall be used for these children.

The facility uses the Bright Wheel application and cell phones for communication between the school and parents.

Parents and authorized adults will sign children in and out using an electronic devise. Licensee was informed that sign in and out sheets shall be readily available for review and printing at the request of any licensing representative for a minimum of 30 days

The required postings were also posted, applicant was advised that the postings shall be posted in a prominent area for viewing.

Measurements for the indoor activity space was 1407.72 square feet, which will accommodate the applicant’s request.

FOOD SERVICE:

Meals and snacks will be provided by the center. Weekly menus were posted for review. Adequate amounts of foods were observed, LPA did not observe any expired or contaminated foods.

LPA observed a full kitchen, with a sink, storage for foods and refrigerators with thermometers, foods and toxins or chemicals were stored separately.

LPA observed two water leaks in the kitchen area, per licensee quotes have been obtained for repairs following the rain, quotes were provided during todays visit.

The facility currently does not have arrangements for administering medicines. Center shall devise an Incidental Medical Service (IMS) plan and provide to parents of children with allergies (epi-pen), asthmatic (inhalers) glucose monitoring (diabetics), and children needing G-tube feeding. IMS was discussed with the licensee

THERE WERE:

3 sinks and 3 toilets available for children use which will accommodate the licensee request. Broad based stools were observed to assist children when using standard size toilets and sinks. The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.



OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in fair condition.

The play yard was gated with a 4 foot or higher gate.

Resilient cushioning was observed in fair condition under climbing apparatus. LPA advised licensee that the rope separating the apparatus area and the bike lane shall be removed and the parking stumps shall be made inaccessible to children in care, as it poses a tripping hazard.

Water was readily available for an outdoor water source; children use their personal water bottles and disposable cups for drinking.

LPA observed sail shades for shade and benches for resting.

No hazardous conditions or equipment was observed during today’s visit.

No bodies of water, pools or spas were observed during todays inspection.

No firearms were observed during todays inspection, per licensee there are no armed guards on the premises, LPA did not observe any firearms or individuals in possession of such.

Measurements for the outdoor activity area were 3791.90 square feet, which will accommodate the requested capacity.

Licensee shall request a waiver for Title 22, section 101238.2 (a) Outdoor Activity Space, and an exception for Title 22, section 101416.2 and 101415, Infant director and staff qualifications.

Based on today’s inspection the facility shall be recommended for a maximum capacity of 39 children; 9 toddlers and 30 preschool children determined by the measurements of the indoor activity space.

Prior to licensure proof the following corrections and recommendations shall be provided to the local regional office via regular mail, email or hand delivery no later than March 3, 2025.

The following was also discussed during todays inspection:

Criminal Record Clearance - Child Care Centers facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE.LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four

Safe Sleep - LPA discussed the safe sleep regulations with or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
