On Friday, December 19, 2025, Licensing Program Analyst (LPA) Ana Rodriguez conducted an unannounced visit to deliver findings in regards to the complaint received on October 02,2025 pertaining to the above allegation. LPA disclosed the purpose of the visit and was granted entry into the facility by Licensee Martha Arrieta. A tour of the facility was conducted. LPA verified a census of 5 school age children and 1 staff. No deficiencies were observed during the tour.

During the course of this investigation, LPA Rodriguez conducted confidential interviews with staff, parents and other relevant parties. The investigation consisted of observations, record review, and review of relevant evidence.

Allegation states that an adult in the home inappropriately restrained Child 1, however Licensee denied the allegations. Licensee confirmed that they use age appropriate car seats and practice safe driving. Per Licensee, children are not allowed to get up while the car is in motion.

Interviews with parents, staff, and children did not reveal any concerns regarding the treatment of the children in care. The allegation could not be corroborated.

Based on interviews with complaint relevant parties and record review the allegation is unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

Exit interview conducted with Licensee Martha Arrieta. A copy of this report, appeal rights and Notice of Site Visit were left with Licensee. Notice of Site Visit must remain posted for 30 days.
