1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 02/26/2025, Licensing Program Analyst (LPA) Justeene Tamayo conducted an unannounced Required 1-Year inspection, as well as a Capacity Increase Inspection at the Almazan Family Child Care Home. Upon arrival, the LPA met with licensee, Laura Almazan who guided LPA on a tour of the facility. Family members residing in the home include 2 adults(licensee and licensee's spouse) and no minor children. All adults living in the house have been background cleared. Per the Licensee, hours of operation are Monday through Friday open for less than 23 hours. Per licensee, no overnight care is provided at the moment. Upon arrival, LPA did not observe any children present. Incidental Medical Services (IMS) were discussed. The requested capacity is 14. The fire department has granted a fire clearance effective 12/20/2024. Licensee is advised that as a family childcare home operating at full capacity, she must adhere to the following: Operate with a Maximum of 14 children in care with no more than 3 Infants, also must have 2 school age children enrolled. Or Max. 12 Capacity with no more than 4 infants. A Qualified Assistant must be present when more than 8 children are in care. Physical Plant: This is a single-story home with 3 bedrooms and 2 bathrooms. Per licensee, care is provided primarily in the living room, room #1 and backyard. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds(under kitchen sink with safety latch), medication(stored in master bedroom with key lock) and hazardous items(upper kitchen cabinet with safety latch) that can pose a danger to children. LPA observed age appropriate safe toys and napping equipment on the premises. Off limit areas include: the family room near kitchen(barricaded by safety gate), kitchen(barricaded by safety gate) bedrooms #2-3(key locked), bathroom #2, laundry room and garage(sliding lock). The laundry room is located inside of the garage.

Main Care Area: Main care is provided in the in the living room (playroom), bedroom #1(sleeping room), and the backyard. Children use the bathroom located on the hallway on the left-hand side. LPA observed age-appropriate toys and furniture for the children. There are age-appropriate games and books on the premises. Per licensee, there is a designated area for ill/sick children in the living room. Children nap in the living room and bedroom #1. Cots observed in bedroom #1.

Fire/Health/Safety: There is a cell phone kept charged and on the Licensee at all times.
Smoke Detectors and Carbon Monoxide were observed to be in operable conditions.
The First Aid kit was observed to be complete with supplies including thermometer, tweezers, scissors, gauze, bandages, cleansing pad/solution, and a first aid manual. LPA observed a required fire extinguisher (3A40BC) reading in Green and currently serviced. The facility currently does not have childcare insurance. Per licensee, she currently does offer transportation, LPA observed insurance to be current.

Medications/ Hazardous Materials: Medications are stored in the master bedroom (off-limits). Cleaning compounds are stored in a lower cabinet in the kitchen, secured with a safety latch. Per licensee, there are no firearms in the home.

Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The Licensee will not be providing IMS to the children at this time.

Records: Licensee’s CPR/First Aid is maintained current and expires on 01/17/2027. Mandated Reporter Certificate is current and expires on 03/02/2026. Per Licensee, fire and disaster drills are conducted every 6 months; the last drill was documented and conducted on 02/10/25. Per LPAs observations, the Facility License, Emergency Disaster plan, Earthquake Preparedness and Parents Rights Poster were posted.

Children's bathroom: Children use the bathroom located in the hallway on the left-hand side. The bathroom was clean, sanitized, and in good repair. The bathroom was toured and inspected sink and toilet which is in operable condition. LPA observed a key lock on the bottom of the bathroom sink.

Kitchen/Dining Room: The kitchen has a physical barrier(safety gate). Sharp items are located in an upper cabinet with a safety latch. Per licensee, she does currently have a food program. Meals offered: Breakfast, AM Snack, Lunch, PM Snack and Dinner.

Fireplace: The fireplace is located in the living room and was observed to be properly barricaded.

Backyard/Outdoor areas: The backyard is fenced in with cement block fence. The outdoor play area was inspected and was observed to be free of hazards, lose or sharp parts and tools. LPA observed appropriate and safe toys in the play area. Per licensee, there are two dogs in the property that are kept in the backyard (off-limits). Vaccination records were observed for both pets.

The home has an in-ground pool, jacuzzi, and in-ground pond in the backyard. The pool fence measures at 4.8 in height, spacing between bars are 5 inches apart, and 2 inches from ground-cement. LPA informed licensee, the vertical spacing in between the bars must be no more than 4 inches apart, and the gate must measure at least 5 feet in height. Licensee plans to install chicken wire to shorten the distance from each vertical bar, and to increase the fence to measure at 5 feet in height.

The swimming pool gate runs from one end to the cement wall, to the right side of the other cement wall. There are two gates each self-closing and self-latching, and opens away from the bodies of water. The backyard is completely fenced (brick wall), shaded area and a patio. The play area is clear and clean of debris, the play area is fenced and gated all around.

LPA also observed the new pool requirements that came into effect on 01/01/25. LPA observed a life ring with a diameter of 20 inches and is labeled and approved by the United States Coastal Guard located on the pool gate. LPA also observed a rescue pole with a body hook at 9 feet. LPA informed licensee, the rescue pole must be at least 12 feet in length. Licensee purchased the ASTM International Standard F2208 pool alarm, and located inside of the bodies of water. LPA also observed licensee's daily pool log.

MyChildCarePlan.org: Family Child Care Home [Applicant, or Licensee] was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Criminal Record Clearance: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was made aware that it is their responsibility to know the regulations as well as anyone who assists in providing care.

Licensee was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and Licensing within 24 hours of incident by telephone and in writing within 7 days of incident to the department. Licensee was informed all suspected Child Abuse should be reported to the Child Abuse Hot-line at 1-800-540-4000. The above incident should be reported on the form LIC624B per the regulation. The form should be email to unusualincidentreport@dss.ca.gov

There are no deficiencies cited during today’s inspection.

Pending capacity increase:

-Vertical spacing of bars to measure no more than 4 inches apart.

-Pool fencing to measure at least 5 feet in height.

-Rescue pole with body hook to measure at 12 feet in fixed length.

Exit interview conducted and report was reviewed with the licensee Almazan, along with her appeal rights and Notice of Site Visit.
