25 | On January 21, 2025, Licensing Program Analyst (LPA) Carol Heath met with licensees Denise and Heriberto Lomeli for a case management visit. During the visit, LPA conducted a census of the children present. At the time of arrival, there were five children in care with the licensees. LPA explained the purpose of the visit to Denise.
Incident Description:
During a complaint investigation on December 16, 2025, LPA received photos indicating that a child had been in an off-limits area. LPA toured the off-limits area and discussed the matter with the licensees. The licensees explained that baby chicks were being kept in the garage at the time, and children were brought into the garage to observe them.
Based on the evidence gathered, there is a preponderance of evidence supporting the claim that the licensees allowed daycare children into the off-limits area (garage). Consequently, the allegation is substantiated.
Appeal Rights were provided and discussed with the licensees, and deficiencies were cited accordingly. An exit interview was conducted, and the licensees, Denise and Heriberto Lomeli, reviewed and received a copy of the report.
