On September 8, 2025, Licensing Program Analyst(LPA) Annelise Villa concluded the investigation and delivered findings related to the allegations above. LPA disclosed the purpose of the investigation and was granted entry into the facility by licensee Denise Lomeli. A tour of the facility was conducted, and LPA verified a census of 10 daycare children, along with the licensees.

The investigation consisted of interviews with director, staff members, children, and other complaint relevant parties including the review of supportive documentation and observations. Allegation #1 states Licensee hit child #1 on the bottom of his feet. Licensee denies ever hitting children in any cacpity. LPA interviewed children and staff regarding the allegation and found no statements made to corroborate this allegation, therefore, the allegations have been found unsubstantiated.

Allegation #2 stated Licensee's daughter pulled child #1's hair. Interviews with relevant complaint parties revealed conflicting statements and the allegation could not be corroborated. Therefore, the allegation has been found unsubstantiated. Licensee denies the allegations and stated her daughter was never alone with children and no punishments are given to daycare children.

Allegation #3 stated Licensee would pushed child #2 and child #3 and instruct other children to hit them. LPA conducted interviews with children revealed conflicting statements. Licensee denies ever instructing children to harm others. Licensee also denies pushing children in any way. The allegation could not be corroborated. Therefore, the allegations have been found unsubstantiated.

At this time, it is determined that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore at this time the above allegation is unsubstantiated. No deficiency given at this time.

Exit interview was conducted with Denise Lomeli. The licensee was provided a copy of the appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
