On 11/07/23 Licensing Program Analyst and Licensing Program Manager (LPA & LPM) Andrew Alemoh and Mariela Ramon, met with applicant, Arpi Martirosyan who guided analyst on a tour of the facility for the pre-licensing case management inspection. Upon arrival LPA observed 0 children in care. The purpose of the visit was to inspect the bodies of water.

LPA & LPM observed the bodies of water to be fenced from one end to the other by an iron fence and the other 3 sides encloses the bodies of water by a property wall. There is a 3 ft iron fence that sits on a cement ledge stone foundation which does not meet Title 22 Regulations. Applicant has installed a mesh fence that covers the 3 ft iron fence to meet Title 22 regulations concerning the 5 ft in height fence requirements. The mesh fence runs all the way down to the concrete on which it sits, leaving no room between the bottom of the fence and the concrete. The mesh fence that is connected to the iron pool gate now measures 6 ft in height. LPA observed the mesh fence to be sturdy and allows for visibility of the body of water. The gate was tested and it did not self close. Applicant will add a spring to the iron pool gate to ensure the gate self closes.

Their are two columns on the side of the pool gate that currently have an opening. The left side of the column measures 8 inches between the column to the mesh fence and the right side of column measures 15 inches between the column to the mesh fence.

Per the applicant, she intends to make the following corrections to meet Title 22 Regulations for inaccessibility of bodies of water:
  • The pool gate is in need of a spring for the pool gate to be able to self close and self latch.
  • The left side as well as the right side of the pool gate also is in need to be enclosed by the mesh fence to close the gaps that measure 8 inches on one side and 15 inches on the other side.

The Applicant stated she will make the correction and notify the LPA when the corrections have been completed.

An exit interview was conducted and copy of this report was provided to the applicant.
