On 1/21/2026 at 11:30am, Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced follow up visit for the purpose to deliver complaint findings on the above allegations. LPA met with Director Evette Estrada. The census was 9 children and 1 teacher.

During the course of this investigation, LPA interviewed with Director. Recorded all staff names, reviewed all staff files, obtained personnel roster LIC 500 and children’s roster LIC9040. LPA obtained parent handbooks and employee handbook and staff training materials on behavior guidance and disciplining. LPA also interviewed 4 staff members and children. Copies of incident reports were obtained. Photos of documents were captured. No disclosures were made about the above allegations and they were not observed during any of the investigation visits.

Based on statements obtained, allegations could not be corroborated therefore the above allegations are deemed UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not enough evidence to prove that the alleged violation occurred.

An exit interview was conducted, copy of this report was reviewed with the Director Evette Estrada. Notice of Site Visit was provided and Appeal Rights reviewed.
