Licensing Program Analyst (LPA) Fabiola Vasquez conducted an unannounced required 1 year inspection. LPA met with designated facility Director Tabetha Turner. This is an Preschool program licensed for 195 preschoolers which operates Monday – Friday from 7:00 AM – 6:00 PM. The program consist of (11) classrooms. Per the Director there are 45 children enrolled. Facility also has a School Age and Infant/Toddler license which operates on the same grounds. Per director the preschoolers program does not share common areas with School Age or Infant/Toddler.

At approximately 10:00 AM LPA Vasquez began facility tour with Director. All areas identified on the facility sketch were inspected. LPA observed 0 children with 65 staff. LPA did not observe children in care. Per director facility is open only for staff to prepare for the upcoming school year" Fall Prep Day" . Per director this is part of the facility's original application, parents are provided a calendar and are informed during orientation. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded.

LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All materials and surfaces accessible to children are toxic free. At this time, the office next to the directors office is used as an isolation room including the restroom that is located right across. There are chairs and a cot is provided if needed. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides Breakfast, AM snack, lunch and PM snack.
All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. There is drinking water available in all indoor and outdoor. All storage containers for solid waste, including moveable bins, have covers on and are in good repair.

Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The facility takes measures to keep the facility free of flies, other insects and rodents. LPA observe five tall fish tanks in the preschool indoor play area inaccessible to children. Areas around and/or under climbing equipment, swings and slides have cushioning material to absorb a fall; climbing equipment are single level only. Director states there are no weapons or firearms on the premises.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Staff Records were reviewed to ensure that a health screening report is on file and that Infant staff are qualified. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid (9/2/21) and health preventative practices documentation was reviewed.

SB792 (Immunization Requirements for Staff and Employees) was discussed with the Administrator.
AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers Licensee completed training on .

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Reporting Requirements.
Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearances prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty.
The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations.
All personnel shall be in good health and shall be physically and mentally capable of performing assigned tasks; personnel that pose a threat to the health and safety of children shall be relieved of their duties.
All personnel shall be given on the job training in housekeeping, sanitation principles and universal health precautions.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
