On 03/14/2025 at 09:16 am, Licensing Program Analyst (LPA) Jonnisha Culbert performed an unannounced annual/random inspection at the facility noted above. LPA met with Licensee, Sheelpa Desai stated the purpose of today’s visit and provided licensee with an Entrance Checklist-Family Child Care Homes (LIC 126). Present at the time of inspection were Licensee, assistant, adult 1, and 9 children. Licensee guided LPA on a tour of the facility. Individuals residing in the home were discussed and noted. Per licensee, they are open 24/7, but the children who are currently enrolled come Monday through Friday from 7 am to 4 pm.

This is a single-family home that consists of Three (3) bedrooms, two (2) bathrooms, living room (with access to loft), loft (upstairs), dining area, kitchen, den (main childcare area), attached garage, fenced backyard, driveway, and front yard.

Areas that are accessible to children include: One (1) bathroom, living room (through passing), dining area (through passing), kitchen (through passing), den, and fenced back yard.

Areas off-limits to children include: Three (3) bedroom, one (1) bathroom, loft, and attached garage. Per licensee, the rooms are inaccessible when children are present. LPA observed that doors were open. LPA reminded licensee the off-limits area of the home is to remain inaccessible when children are present. Licensee purchased child safety doorknob covers and informed LPA that they will be installed upon arrival. Per licensee, there is no access through the home to the attached garage.

was available for review. LPA observed Disaster and Fire Drill log. The last drill was conducted on 02/28/2025. LPA reminded licensee that drills are to be conducted every six months.

Areas used by children were inspected for safety, comfort, heating, cleanliness, and telephone service.


Per Licensee, the home is equipped with central air and heating. LPA observed an electric fireplace in the living. Per licensee, they have not used the fireplace in a while, and it can only be turned on by the remote control. LPA advised licensee to make sure that control remains inaccessible to children.

Detergents, cleaning compounds, and medicines were made inaccessible to children. Per Licensee, there are no poison on the premises. LPA reminded licensee that if poisons are purchased, they are to remain in an area that is locked and inaccessible to children. LPA observed cleaning supplies underneath the sink in the kitchen and bathroom. In the kitchen, a safety latch was present, but it was not working. Per licensee, children do not go on that side of the kitchen. LPA advised licensee to replace latches and make sure children are monitored while walking through the kitchen to the bathroom. LPA observed age-appropriate toys, two play yards, and sleeping matts. Per licensee, there are no bodies of water or firearms on the premises.

LPA observed the fire extinguisher (3-A:40-B:C) that is fully charged with a service date of 11/26/2019. Per licensee, they purchased a new fire extinguisher. LPA observed a 1-A 10 BC fire extinguisher with a receipt dated 02/01/2024 LPA reminded licensee that the required extinguisher is 2-A: 10BC. Licensee purchased a 2-A:10-BC fire extinguisher during inspection and it is expected to be delivered by 2pm. Licensee was reminded to have the fire extinguisher serviced yearly.

Per licensee, they provide breakfast, lunch, and snacks for three children and the remaining children bring food from home. Licensee was reminded that food that is brought from the children's home shall be labeled with the child’s name and properly stored or refrigerated.

LPA conducted a record review of two (2) children's files and 2 personnel files. Based on the children's record review, 1 out of 2 children’s records were complete. During record review LPA observed that Child 1 was missing an infant sleep log. Per licensee, they were told that the log was required up to age one.

Licensee provided proof of old logs. LPA reminded licensee that sleep logs are required up to age 2. Licensee printed a log and informed LPA that will start logging infant’s sleep.

Based on the personnel’s records reviewed, 1 out of 2 staff’s files were missing an accurate immunization against tuberculosis. Per licensee, they did not know they needed tuberculosis shot and if they were informed that would have gotten it. LPA reviewed record and reminded licensee to stay informed on the latest provider information notification (PIN) notices. LPA observed that licensee had Pediatric CPR and First Aid training certificate (expires 02/24/2026). Licensee has proof of immunization against pertussis, measles, mumps, and a signed flu declination. Their mandated reporter completion certificate expires on 04/24/2025. LPA reminded licensee that mandated reporter training must be completed every 2 years. Mandated reporter training is available at www.mandatedreprterca.com.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Childcare Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were cited during today’s visit. A notice of site visit was given and must remain posted for 30 days.
