Licensing Program Analyst (LPA) Cynthia Reyes conducted an unannounced case management licensee initiated inspection to inspect and measure the additional infant class room for capacity increase determination. Licensee is requesting to increase the capacity of their existing infant license from a capacity of 20 to 36.

Due to COVID- 19 precautionary measures were taken. Licensing staff met with Site Director, Amanda Sanchez. There is also a preschool program (198003089) that is removing one of their class rooms for the increase for the infant program. There are no shared areas between the infant and preschool program. The facility hours of operation are Monday - Friday 6:30 AM - 6 PM. Parents enter the facility through the front of the school lobby area.

LPA was provided a tour of the facility’s existing two licensed classrooms, Infant/Toddler and the proposed additional classroom (Discovery Room, formally a preschool class room). LPA inspected the room and observed a changing table in hands reach of a sink and also available in the discovery room is a bathroom with 3 toilets (Cap 45) and 5 sinks (Cap 75) and in the class room, 1 more sink (Cap 15). There are age appropriate furniture and toys that were observed to be clean and safe. During this inspection, LPA observed cots for napping. .

There is adequate shade in the outdoor play area. The play equipment was observed to be in good condition, free of sharp, loose, or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Outdoor measurements capacity allows for 20 infant/toddlers.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

At this time, the facility was observed to be operating in compliance with California Title 22 Regulations. An approved Fire Clearance has been received by the Department.

-Facility is requesting to operate under a waiver, allowing for infant/toddlers to use a staggered schedule in their own outdoor infant yard

Based on measurements and observations of the facility’s existing two licensed classrooms, Infant/Toddler and the proposed additional classroom (Discovery Room Capacity 26), formally a preschool class room), and the infant outdoor play yard, the capacity for the Infant Program will be 36 (thirty- six) infants, once the waiver is approved and final file review.

A notice of site visit was given and must remain posted for 30 days.
