Licensing Program Analysts (LPAs) A. Padilla and R. Derraco conducted an unannounced required 1 year inspection to the above facility on 05/02/24. LPAs arrived at the facility at 11:50 AM and met with licensee, Catherine Scott, who guided analyst on a tour of the facility. Also present during this inspection were One assistant S2. Per Licensee, there are 13 children that are currently enrolled. There were 8 children present upon arrival (1 infants and 7 toddlers).

This is a one story home which consists of 3 bedrooms, 2 bathrooms, kitchen/dining area, living room, office, laundry area, front yard, back yard (fenced). LPAs observed an off-limits guest house in the back yard area. Licensee states that guest house is used by spouse as a music studio. Additional off limit areas include 2 bedrooms, back office, 1 bathroom, front yard, and part of the back yard. The main care area is located in the living room. LPAs observed age appropriate toys and materials, a couch, wall mounted television, and a children's book shelf. Additional age appropriate toys and materials were observed in a second area of the home across from the main care area. LPAs observed a baby changing table and a smoke alarm. LPAs observed the smoke alarm to be operable. A bedroom was observed to be converted into an infant room. LPAs observed 3 Lakeshore Metal Hotel Crib, item # CRIB, to each have a mattress with a clean fitted sheet. LPAs observed the kitchen area to have a child sized table and child sized chairs. Locks were observed on the kitchen cabinet beneath the sink. No sharp objects were observed to be accessible in the kitchen area. Per licensee, cleaning products are stored underneath the locked kitchen sink. A carbon monoxide detector was observed on the wall in the kitchen. A sliding door was observed towards the back of the kitchen leading to the off limits office and bedroom. A second door was observed next to the laundry appliances leading to an off limits bedroom. The backyard play area is being used for outdoor play. LPAs observed hanging plants, a table designated for arts and crafts, Licensee states she provides drinking water to children in care by designated cups and bottled water. Three plastic storage sheds were observed to have locks. Shade is provided by a wooden awning over the arts and craft area.

A detached garage to be used as a storage area for additional day care supplies. LPA observed a second garage that has been converted to be used as a play space for children. LPA observed additional age appropriate toys and materials, child sized chairs, child sized tables, and sponge flooring in the converted garage area. Continuing in the backyard play area, LPA observed a sand box, shade over the sand box and additional toys. Perimeter fencing was observed through out the back yard area. A wooden gate with a latch was observed in the back yard area leading to the off limits section of the back yard area. LPA observed 3 additional storage sheds and another gate leading to an area where the licensee's dog is kept. Per licensee, the dog de any interaction with the children in care. A jacuzzi was observed in the off-limits back yard area to be covered. Per licensee, isolation area for children showing signs of illness will be located in the kitchen.

Individuals who reside in the home were noted and discussed. Per Licensee, she currently has 3 assistant. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed childcare home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee states that there are no firearms stored in the home

All areas identified on the facility sketch that are accessible for children to use were inspected for safety,


comfort, and cleanliness. There is telephone service via a landline. Per Licensee, the home is equipped with central heating and air conditioning. Day care area was observed with safe toys, play equipment and materials.

Detergents, cleaning compounds, and other items which could pose a danger to children were observed to be locked in the off limits garage.. The licensee understands that storage areas for poisons must be locked, not just inaccessible. The restroom that children use was observed to be safe and sanitary.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 10/04/23, as indicated on service tag. LPAS reviewed disaster drill log and Fire drill was conducted on 4/23/24

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPAs did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 04/2026. LPAs observed that the Licensee and assistant do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. A current children’s roster was available for review.

Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home

A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Catherine Scott, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS



A notice of site visit was given and must remain posted for 30 days.
