NARRATIVE

LPA met with Site Director, Laura Navarette. This facility is located on the premises of Palm Crest Elementary School. The hours of operation during the school year are Monday to Friday from 7am to 6pm. The facility was observed operating under their summer hours which are Monday to Friday from 12pm to 6pm. This program is currently licensed to operate out of (3) classrooms located on the school premises which are classroom 29, 201, and the CEC Daycare classroom. Per the Director, the children present during this inspection are enrolled in the summer session. During this inspection, LPA observed 12 children in the garden area with 1 staff. In CEC Daycare classroom, LPA observed 16 children with 2 staff. LPA observed 15 children in the upper-level playground area with 2 staff. Teacher-child ratios were observed. All children were observed by licensing staff to be under the visual supervision of a teacher at all times. LPA did not observe any children in classroom 201. Per the Director, classroom 201 is currently not being used during the summer session. The classrooms were observed to be clean, safe, sanitary, and in good repair. Furniture and equipment were inspected for good repair. Classrooms are centrally heated and air-conditioned. The children in the school-age program will have access to the restroom located in the building adjacent to CEC Daycare classroom and will always be escorted by a staff member. Water is available indoors via water dispenser, or the children use their own sippy cups. The designated isolation area will be the Directors’ Office which is located inside of the CEC Daycare classroom. Parents will be called immediately if children become sick. Ill children will use the staff restroom. The facility provides afternoon snacks. Children use the elementary school playground which offers room for a variety of outdoor sports and games. Required shade was observed outdoors via shade umbrellas. The facility will conduct no transportation.

Staff Records were not reviewed during this inspection. Staff files are maintained at the licensee HR main office in La Canada, CA. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment were on file.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

The school-age program was observed to be in compliance with Title 22. No citations are being issued today.

A notice of site visit was given to the facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
