On December 30, 2024, Licensing Program Analyst (LPA’s) Staicy Perry and Joanne Solorio Campos conducted an unannounced required annual inspection at Egoavil Family Child Care. This is a large childcare home who serves ages 0 to 13 years old. Upon arrival, LPA’s disclosed the purpose of the inspection and met with Licensee, Maria Egoavil who guided the LPA’s on a tour of the home. Adults present in the home all have criminal record clearance. There were 4 children present during today’s inspection. Licensee states that there are currently 9 children enrolled. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are 6am to 6pm. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection.

This is a one-story home which consists of 2 bedrooms 1 bathrooms, kitchen, living room, dining room, front yard and a semi-ingound pool in the backyard. Areas used by the children include the living room, dining room, 1 bedroom, 1 restroom. Per Licensee, areas off- limits to children include 1 bedroom, the kitchen and backyard. LPA’s observed that there is a baby gate separating areas used by children and off-limits area. Per licensee, off limit areas are also locked during operating hours, LPA observed doors to be locked.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. LPA’s observed age-appropriate toys, free of loose and sharp parts. LPA’s observed electrical cover outlets all through the home. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible to children and locked under the sink. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked, and LPA’s Li and Campos did not observe any poisons during this visit.

LPA’s toured the outdoor front play area and inspected its safety and condition. LPA’s observed perimeter fencing around the front yard. Age-appropriate toys were observed and were free of loose and sharp parts. Per licensee outdoor activity is currently done by taking walks to the nearby park. LPA’s toured the back yard which was stated by the licensee to be currently off-limits to the children and observed the semi-inground pool to have a pool cover. Pictures were obtained. The pool cover was observed to be strong enough to completely support the weight of an adult and was observed to be locked while the pool was not in use. LPA’s advised licensee to put in place a self-latching gate, to swing away from the pool, and the latch measuring no more than one (1) inch from the top of the gate and the rod iron fence should measures five (5) feet in height with no noticeable gaps or openings exceeding more than four (4) inches. The rod iron fence located on the opposite side of the play yard, must also measure five (5) feet in height and be locked with a lock and key to prevent children from gaining access. LPA’s also advised licensee of AB2866 pool safety requirements. Technical Advisory was provided.

Per licensee, food is provided by licensee and is utilizing the Options food program. Licensee was advised that if food is brought from the children’s homes, all containers must be labeled with child’s name and properly stored or refrigerated. Licensee provides am breakfast, lunch and PM snack. Licensee stated she transports the children in vehicle to do school pick-ups and drop offs.



LPA’s confirmed with Licensee that she does have pets on the premises. Licensee has 3 dogs and 2 bunnies. Per Licensee, the dogs are kept locked in one of the bedrooms and in the backyard and are made inaccessible to the children. The bunnies are kept in the front yard in a cage and are made inaccessible to the children. Per licensee, there are no weapons, or firearms in the home. LPA’s did not observe the above mentioned at time of inspection.

The valve on the required 2A 10BC fire extinguisher indicates fully charged and was observed in the hallway of the home and was purchased on 9/20/24 per receipt. LPA observed an operational smoke and carbon monoxide detector located in the bedroom and is in operable condition. LPA observed First Aid kit and was inventoried for necessary supplies. Last drill was conducted on11/8/24.

Licensees’ and her assistant’s records were reviewed. The licensee and assistant have completed training on preventive health practices and is on file, including Pediatric First Aid and CPR. Pediatric First Aid and CPR expires on 2/16/25. LPA’s observed Licensee and her assistant to have proof of Mandated Reporter AB 1207 compliant Child Care Training Certificate on file.

The following were discussed:
Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. Effective January 1, 2010, licensees of family childcare homes are required to ensure that at least one staff member with current training in pediatric first aid and pediatric CPR is on site at all times when children are present.

AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: http://www.mandatedreporterca.com/

Senate Bill 792: this bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a childcare facility or family day care if he or she has not been immunized against influenza, pertussis and measles. LPA’s discussed the influenza waiver during the visit.

LPA’s reviewed and issued the LIC 311D - Forms/Records to Keep in Your Family Child Care Home. Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Licensee was advised how to access forms and Regulations online at www.ccld.ca.gov. Licensee was made aware that it is his/her responsibility to know the regulations as well as anyone who assists in providing care.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Megan’s Law - Family Child Care Homes - During the exit interview, Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA’s discussed the safe sleep regulations with licensee Maria Egoavil and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Centers and Family Child Care Homes Licensee Maria was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Maria confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The facility was found to be in compliance per Title 22 regulations.

A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee.

Appeal rights were reviewed and provided.
