25 | About 8:40 AM, Licensing Program Analyst (LPA) T. Tran arrived at the above facility to conduct a required inspection. Upon arrival, LPA met with licensee Silvia Torres, her husband, and her sister with seven children in care. About 9:00 AM, we toured the accessible areas of the home. All adults have fingerprinted cleared and associated to the licensed facility. The current hours of operation are 6:00AM-6:30PM; Monday through Friday.
LPA observed all posting requirements for operation on the posting board LIC 203A-License, PUB 394-Notification of parent’s rights poster, LIC 9148- Earthquake Preparedness Checklist, except for LIC 610 A-Emergency Disaster Plan.
This is a single dwelling home consists of 2 bedrooms, 2 bathrooms, a living room, a kitchen, a family, and a detached garage. Childcare conducted in family room. Children do have access to the kitchen area. LPA observed the kitchen has safety latched on the cabinets and no sharp objects or chemical compounds accessible to children in care. Children do not have access to three bedrooms and the living room. Licensee acknowledged that children may never enter these off-limit areas. The enclosed backyard, due to recent rain, the garage is flooded. All the storage in the garage is currently removed to the backyard until the situation is corrected. LPA did not observed any hazardous materials in the yard during today's inspection.
LPA observed all posting requirements accessible to all parents. Licensee and her sister does not have current CPR/First Aid certificates (Exp. 6/2023), fire extinguisher, carbon monoxide and smoke detector meet regulations. Cleaning materials and medications are inaccessible, Licensee stated there are no firearms in the home. The home have not documentation of emergency disaster drill was conducted. Children’s records were reviewed and completed.
