25 | On 10/25/24, at 8:40AM. Licensing Program Analyst (LPA), T. Tran conducted an unannounced annual required visit at Downey Christian Early Learning Center. Upon arrival, LPA met with the Center Director, Christine Bulahan. LPA announced the purpose of today’s visit. About 9:00AM, we toured the facility inside and outside. LPA observed proper care and supervision. All center staff that were present during today’s inspection had fingerprint cleared and associated to the designated license number.
This is a Preschool program located on the church's premises. Facility hours of operation are 6:30am - 6:00pm Monday - Friday. LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, Activity Schedule.
Facility have not completed water testing for lead. Per FR, parents provided their own food and water bottle for the children. Facility offers filtered water for children if needed. About 9:20AM, food preparation area was toured, FR stated sometimes the facility use the food preparation sink to wash the children's fruits, therefore LPA advised to have the food preparation sink tested for lead by 11/29/24.
About 9:50AM, staff and children records were reviewed for completeness. Facility unable to show proof of current CPR and First Aid Certification for all center staff. Center staff CPR & First Aid expired on 8/2024.
LPA inspected furniture and equipment were age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Children napping equipment met the requirement regulation. Storage for children's belongings, bathrooms facilities, and isolation area located at the staff's office. First Aid supplies were inventoried. A review of medication policy, including administering, labeling, storage, and records was made. |
