25 | Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 12/11/25 at 08:58 am. At approximately 09:05am LPA met with Hermelinda Anaya licensee who guided LPA on a tour of the facility. There were 04 children in care. Also present during this inspection was adult #1 (A1) who resides in the home. According to the licensee, 15 children are enrolled. Operation hours are Monday through Friday 06:00am – 06:00pm. LPA conducted the inspection in Spanish.
Upon arrival, LPA observed a 3-tier outdoor water fountain in the front yard. The water fountain was observed to be empty with no running water, no rocks, no plants, no gate surrounding the fountain, and accessible. Per licensee, the fountain has always been in the front yard as it was purchased with the home. The front yard is off-limits; however, parents and children walk through the driveway adjacent to the fountain and walk to the front of the home for pick up or drop off.
This is a two-story home which consists of 5 bedrooms, 5 bathrooms, living room, dining room, kitchen, den (family room), garage (detached), front yard (fenced), back yard (fenced), and side yard (fenced). Areas accessible to children include living room, dining room, 2 bathrooms, and den. Per licensee, areas off limits to children and parents includes the entire second floor 5 bedrooms, 3 bathrooms, kitchen, front yard, side yard, and backyard. According to the licensee, there is 1 dog on the premises. Family members residing in the home are 5 adults and 3 minors. Licensee was reminded that any changes to the home must be reported to the department and submit proof of TB test for all adults.
