On 6/27/2024, at 1:30 pm, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced Annual inspection. LPA entered facility through the main lobby and the door entering the school requires a code to gain entrance. The Director’s office is located at the main entrance and there are cameras monitoring throughout the facility. LPA met with Director, Carmen Millner and she guided the LPA on a tour of the facility indoors and outdoors. This is a preschool program licensed for 118 children including a toddler component, which operates Monday through Friday from 6:00 AM to 6:00 PM. The Director stated there are 132 children currently enrolled on various schedules. The facility is in a shopping center, however, it is not attached to any other businesses. Per Director the facility offers care for military families. LPA observed a total census of 95 children with 9 staff members taken during naptime. Facility is also licensed with an infant program.

The following classrooms were inspected: Room 5 Kindergarten with 9 children and 1 staff member, Room 6 Transitional Kinder with 12 children and 1 staff member, Room 7 Transitional Kinder with 9 children and 1 staff member, Room 8 – 2 years old with 14 children and 2 staff members, Room 9 – 3 year-olds with 14 children and 2 staff members, Room 1 – 3 year-olds with 15 children and 2 staff members, Toddler Room Transitional Toddlers (18 months to 36 months) with 4 children and 1 staff member. All staff members are fingerprint cleared. Licensed facility is within the conditions, limitations, and capacity specified on the license. The facility has additional staff members to support the facility and assist with preparing meals, as well as distributed to classrooms, and any other staff and children’s needs. Facility has a Golden Retriever that is kept in a dog kennel in the Director's office and a cat who is kept outside of the facility.

The classroom furniture and equipment were inspected and are found to be good repair, free of sharp, loose, or pointed parts. Indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children’s belongings and napping equipment was inspected and meet all regulatory requirements. Children bring their own

bedding, which are sent home at the end of each week to be laundered. Facility has spare sheets if children forget to bring from home.

Availability of drinking water was reviewed and per Director facility provides water in pitchers with disposal cups and children have the option of bringing water from home. Facility has a total of 8 child size toilets and 8 child size sinks. The 2-year-old classroom and the Toddler Room have changing-tables and a sink which is arm’s length away from the changing-table for hand washing. Toys and surfaces are observed to be safe and clean. Staff restroom is available near the main lobby of the entrance.

Carbon monoxide was tested, and operable. Smoke detectors are connected to the Fire Department and are tested annually by the Fire Department and were last checked July of 2023. Fire extinguishers are serviced annually and were last serviced June 29, 2023. Storage cabinets in classrooms were inspected and no hazardous items were found, cleaning items are kept inaccessible to children in care, as well as in the kitchen area. No poisonous cleaning compounds were found in the childcare center. Emergency disaster drill was last conducted in March 2024. There are First Aid kits available throughout the school and 2 bigger First Aid kits in the playground and near Room 1; and supplies were inventoried and found to be in good condition.

LPA inspected the kitchen area where meals are prepared and distributed to each classroom. Food preparation areas were toured for safety, cleanliness, and proper equipment. Breakfast, Lunch and PM snacks are served by the facility. Menu is posted in the main lobby of the facility and in each classroom. if changes are made to the menu, facility will update by emailing parents on a daily basis. LPA observed parent board with all required documentation located in the entry way of the facility.

LPA was informed that there are currently no children on medication at this time, however the Director has an IMS plan and LPA reviewed and provided consultation. Director stated that medication would be kept in the kitchen area, which children do not have access. LPA advised that Medication should be given back to parents/guardians when child leaves the facility or medication expires.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There are currently 2

playgrounds, and 1 playground is designated for the infant/toddler component. The facility currently as waivers for the playground where no more than 83 children may play at the same time. There are staggered schedules for the preschoolers, where younger preschool children play first, and the older preschoolers play after. The toddlers share the infant playground and a waiver is in place for staggered schedules so each component plays separately.

The playground has an area for bike riding, basketball court, picnic tables, shaded areas and is surrounded by an iron gate at least 6 to 7 feet tall. All areas around or under climbing equipment, slides, and similar equipment are cushioned with foam material. There is enough play equipment and toys for the children to use in the play yard.

Sign in/out is done electronically using a designated parent code for each family and a back-up sign-in/out sheet is available should the electronic pad not be functioning. A printout is available for review.
LPA reviewed staff records and found that they were complete. Clearance for adults and verification of CPR/First Aid, mandated reporting training, educational requirements, immunization records and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Per Director some staff currently have the 8-hour Health, Safety, Nutrition and Lead training.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA reminded that lead results need to be posted for parents to view until the next testing.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018, any person who works in a childcare facility shall complete the training and renew the training every 2 years. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No citations are being issued during today’s visit.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Carmen Millner.
