On 3/13/2025, at 11:30 am, Licensing Program Analyst (LPA) Carolyn Tuba conducted an unannounced Required inspection visit. LPA entered facility through the main lobby. There is an additional door to enter the school which requires a code to gain entrance. The Director’s office is located at the main entrance and there are cameras monitoring throughout the facility that parents can access. LPA met with Assistant Director, Susan Stubbs who guided the LPA on a tour of the facility indoors and outdoors. This is a preschool program licensed for 118 children including a toddler option component, which operates Monday through Friday from 6:00 AM to 6:00 PM. The Assistant Director stated there are 144 children currently enrolled on various schedules. The facility is in a shopping center; however, it is not attached to any other businesses. Per Assistant Director the facility offers care for military families. LPA observed a total census of 82 children with 13 staff members. Facility is also licensed with an infant program.

The following classrooms were inspected: Room 5 Kindergarten with 15 children and 2 staff members, Room 6 Transitional Kindergarten with 15 children and 2 staff members, Room 7 Transitional Kindergarten which did not have any children as the classroom was closed during the tour, Room 8 – 2 years old with 8 children and 2 staff members and an additional adult (therapist), Room 9 – 2 1/2 to 3 year-olds with 12 children and 2 staff members, Room 2 – Pre-K students 12 children with 1 staff member, Room 1 – 3 ½ to 4 year-olds with 15 children and 2 staff members, Toddler Option Room 3 (18 months to 36 months) with 5 children and 1 staff member. All staff members were found to be fingerprint cleared at the time of the visit. Licensed facility is within the conditions, limitations, and capacity specified on the license. The facility has additional staff members to support the facility and assist with preparing meals, as well as distributing to classrooms, and staff and children’s needs. Facility has a Golden Retriever that is kept in a dog kennel in the Director's office and a cat who is kept outside of the facility. Both pets were quiet, and were not observed to be around the children in care.

The classroom furniture and equipment were inspected and are found to be good repair, free of sharp, loose, or pointed parts. Indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children’s belongings and napping equipment was inspected and meet all regulatory requirements. Children bring their own bedding, which are sent home at the end of each week to be laundered. Facility has spare sheets if children forget to bring from home. LPA observed that 15-minute sleep log is being conducted in the Toddler Option.

Availability of drinking water was reviewed and per Assistant Director facility provides water in pitchers with disposal cups and children have the option of bringing water from home. The water is obtained from the kitchen sink that has a filter attached.

Facility has a total of 8 child size toilets and 8 child size sinks. The classroom #1 (3½ to 4-year-olds), #9 (2½ to 3-year-olds) and #8 (2-year-olds) and the Toddler Option Room have changing-tables and a sink arm’s length away for hand washing. Toys and surfaces are observed to be safe and clean. Staff restroom is available near the main lobby of the entrance.

Carbon monoxide was tested, and operable. Smoke detectors are connected to the Fire Department and are tested annually by the Fire Marshall and were last checked July 1, 2024. Fire extinguishers are serviced annually and were last serviced July 1, 2024. Storage cabinets in classrooms were inspected and no hazardous items were found, cleaning items are kept inaccessible to children in care, as well as in the kitchen area. No poisonous cleaning compounds were found in the childcare center. Emergency disaster drill was last done in February 2025 and are conducted monthly. There are First Aid kits available throughout the school and 2 bigger First Aid kits in the playground, room 1 and Assistant Director’s office; and supplies were inventoried and found to be in good condition.

LPA inspected the kitchen area where meals are prepared and distributed to each classroom. Food preparation areas were toured for safety, cleanliness, and proper equipment. Breakfast, Lunch and PM snack are served by the facility. The facility is part of a food program and menu is posted in the main lobby of the facility and outside of each classroom. parents on a daily basis. LPA observed parent board with all required documentation located in the entry way of the facility.

LPA was informed that there are currently no children on medication at this time, however the Assistant Director has an IMS plan and LPA reviewed and provided consultation. Assistant Director stated that medication would be kept in the kitchen area, which children do not have access. LPA advised that medication should be given back to parents/guardians when child leaves the facility or when it expires.

Outdoor playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There are currently 2 playgrounds, 1 playground is designated for the infant/toddler component. The facility currently as waivers for the playground where no more than 83 children may play at the same time. There are staggered schedules for the preschoolers, where younger preschool children play first, and the older preschoolers play after. The toddlers share the infant playground, and a waiver is in place for staggered schedules, so each component plays separately.

The playground has an area for bike riding, basketball court, picnic tables, shaded areas and is surrounded by an iron gate at least 6 to 7 feet tall. All areas around or under climbing equipment, slides, and similar equipment are cushioned with foam material. There is enough play equipment and toys for the children to use in the play yard.

Sign in/out is done electronically using a designated parent code for each family and a back-up sign-in/out sheet is available should the electronic pad not be functioning. A printout is available for review.

LPA reviewed staff records and found that they were complete. Clearance for adults and verification of CPR/First Aid, mandated reporting training, educational requirements, immunization records and health preventative practices documentation was reviewed. Children’s records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Per Assistant Director some staff currently have the 8-hour Health, Safety, Nutrition and Lead training.

The Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA reminded the safe sleep regulations with Assistant Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Assistant Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP.
