Facility is not providing safe, healthy and comfortable accommodation, furnishings and equipment to meet children's needs. Facility does not have working heaters.

Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to investigate the above complaint allegations. This inspection is to ensure the health and safety standards as required by the regulations governing childcare centers are met. LPA met with Director Brenda Garcia.

During the course of this investigation, LPA conducted Interviews, received and reviewed documents and LPAs own observations.

Physical Plant and Personal Rights: RP (Reporting Party) states that the facility does not have working heaters and the day-care rooms have been very cold this winter season. Per LPA observations and interviews conducted, there is no heat in the preschool classrooms. Children must wear their sweaters or jackets to keep warm.

Based on LPA observations and interviews which were conducted and records received and reviewed, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 & Chapter 1, are being cited on the attached LIC 9099D page. Deficiencies that are being cited need to be cleared to protect the children’s health & safety.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100

Exit interview conducted and report was reviewed with Director Brenda Garcia.

LPA, Cynthia Reyes informed Director Brenda, that this report dated 02/11/2026 document(s) (2) Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety or personal rights of a child in care. Also, LPA, Reyes informed Licensee, to provide a copy of this licensing report dated 02/11/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9224), or written statement, must be placed in the child’s file for verification.

Director states a maintenance sheet will be filled out weekly for up keep of the heaters that are being installed and a portable heater will be used and out of reach of children if the heater unit does not work. A copy of the maintenance sheet will be provided to the department by 02/13/2026
