Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced site inspection to investigate the complaint allegation listed above. A Covid-19 risk assessment was conducted prior to entering the facility. Upon arrival licensing staff met with Aysegul Inceoglu, Director. LPA was guided on a tour of the facility indoors and out. Censue of staff and children who were in the facility on this date were taken.

During the course of this inspection LPA, conducted Interviews, received, reviewed and obtained documents of staff time sheet, children sign in/out sheets, children's roster and staff personnel report. It was determined that on 01/31/2023, the goldfish preschool class room had 20 children enrolled and in care on that date. During nap time one teacher was alone with the 20 children and a few of the children were awake and were not able to sleep. When these young children are awake while the other children are sleeping, the children tend to move around and make noises and the other children can not sleep well and it gets hard for the one staff person alone with the 20 children. The week of 01/30/2023-02/03/2023 had the most children in care of 20 and the lowest of 16 for the goldfish class room.

Interviews stated that the facility is short staff in this class room and some of the children have transitioned to another class room with in the last couple of weeks and the capacity has gotten smaller, however some days the children do not always sleep and an additional staff member is needed during nap time.

Based on LPA observation, documents reviewed and received and Interviews conducted, the allegation of facility staff are operating out of ratio is determined to be substantiated at this time. California Code of Regulations (Title 22, Division & Chapter) relating to this allegation has been cited on LIC 9099-D.

LPA Reyes informed licensee Director Aysegul Inceogl, that this report dated 02/23/2023 document(s) one (1) Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.

Also, LPA Reyes informed the licensee Director Aysegul Inceogl to provide a copy of this licensing report dated 02/23/2023 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
