Licensing Program Analysts (LPAs) Alicia Mooberry and Peter Bishop conducted an unannounced random annual inspection at the above facility. LPAs met with the Licensee Delia Aviles and informed of the purpose for the visit. LPA Mooberry provided the inspection Entrance Checklist (LIC 126). Licensee guided LPAs on a tour of the facility. There were 6 children present including 1 infant. Also present was Leslie Aviles, Assistant. All adults present during the inspection have obtained a criminal record clearance or exemption. Individuals residing in the home have been discussed and noted. Per License the daycare operates from Monday - Friday 6:30 AM to 6:30 PM. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness.

This is a single-story home which consists of 3 bedrooms, 3 bathrooms, kitchen, dining room, living room, attached garage, front yard and backyard (fenced).


Areas accessible to children are the living room, dining room, kitchen, attached converted garage (daycare room), bathroom located inside the attached garage, back yard.
Areas off limits to children are all bedrooms, bathroom located in the hallway, bathroom located next to the kitchen, pool and front yard with a pond inaccessible to children in care. Parent drop off children inside the side yard.
LPA observed the daycare room/converted garage is divide in by wall, a wooden sliding doors separated the space. The other side of the garage has a washer and dryer, the garage door observed to be closed. The Licensee understands that the attached garage can only be used for activities and cannot be used as a place for children to eat or sleep. The restroom that children use located in the attached garage was observed to be safe and sanitary.
The home maintains telephone service via cell phone and lan line. The home is observed to be clean and orderly. There are toys and other age-appropriate material available.

Bodies of Water: LPAs observed a full size below ground pool in the back yard with water features, the entire pool is surrounded by mesh fence that does not obscure the pool from view. The fenced is at least five feet tall, in good repair and designed so children could not remove any portion of it. LPA observed a locked gate, that swings away from the pool, and it is self closing and self latching. There are no openings between the mesh panels that exceed four inches. The mesh fencing is secured to the cement ground with no gaps at the bottom of the fence. Fence is of sufficient strength to withstand the impact of toys (tricycles, wagons, etc.) Fence does not readily bend upon impact. Licensee agrees that fencing will remain in place whenever licensed care is provided, and so long as the mesh fence makes the swimming pool inaccessible to children as determined by licensing staff.

LPAs observed a pond located in the front yard which leads to the entrance/front door of the home. Per Licensee children do not arrive or depart through the front door. Children are escorted through the side gate away from the pond at arrival and departure.

Smoke and carbon monoxide detectors were tested and are operable. The 2A10BC Fire extinguisher is located at entrance to the daycare room, purchase receipt dated 2/2/24. LPA observed that cleaning compounds are in kitchen inaccessible to children in care. Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children.


Per Licensee there are no firearms or weapons stored in the home. Isolation area for sick children waiting to be picked up is in living room, supervised and away from the other children.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee, Assistant and Children’s records were reviewed and found to be complete.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Based on the LPA's observations and records review no deficiencies are cited today in accordance with California Title 22 Regulations.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders (RSO) living in the facility and LPA completed the RSO search in Megan’s Law Website.

A notice of site visit was given and must remain posted for 30 days.
