25 | On January 28, 2026 at approximately 1:00 PM, Licensing Program Analyst (LPA) Janet Gil conducted an unannounced case management inspection. LPA met with director, Estela Padilla-Salazar, and explained the purpose of the visit. The facility operates with a total of three licenses. Present during inspection for the infant license, included 2 children(infants) with 4 staff members (including the director and assistant director). There were no other children present at the time of inspection. The facility is operating within capacity requirements and ratios at time of LPA's inspection. All adults present working in the facility have present criminal record clearance on file.
This case management inspection is related to the lead exceedance in Water Outlet “D” (Sink faucet in Toddler Room): 12 pbb, from October 11, 2022. Director provided documentation that Water Outlet “D” has been fixed and retested on June 17,2025. LPA observed new test results for Water Outlet “D” to be under the 5.5 ppb threshold with results of 1.4 pbb. Facility was observed to be following the department's written directives. LPA informed director new test results have not been posted onto the state Water Board website. Director stated she would contact water examiners to update the results online. During inspection, LPA also inspected the toddler room of the facility. Per director, facility has had toddler room closed off and off limits to children due to the lead exceedance inside the classroom sink.
LPA inspected toddler Classroom for health and safety hazards. LPA observed toddler classroom to be clean, equipped with age-appropriate toys, materials, and furniture. LPA observed electrical outlets to be made inaccessible with outlet covers and furniture. PA did not observe any hazardous materials to be accessible to children inside the classroom.
No deficiencies were cited today under CCR, Title 22, Div. 12, Chapt. 1.
A Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
