13 | On December 11, 2025, at 11:48 AM Licensing Program Analyst (LPA) A. Carter conducted an Unannounced Complaint Inspection for the purpose of delivering findings for the above allegations. LPA announced purpose of inspection and was allowed entry to facility by licensee Martha Villalobos. There were 2 day care children present at time of inspection.
During the investigation LPA made observations, conducted interviews, and obtained records. Information gathered through interviews determined that the specific concerns raised by the Reporting Party (RP) were not corroborated by staff or other witnesses. Interviews revealed a communication breakdown between the licensee and the reporting party during pick-up, where the licensee’s behavior was considered unprofessional. This isolated instance of poor judgment and high emotions contradicts the consensus among all other witnesses, who describe the licensee as consistently respectful and maintains a positive, safe atmosphere for children in care.
