Licensing Program Analysts (LPAs) Joshua Ortega and Claudia Kam conducted an unannounced inspection on 03/19/25 at 12:25 PM. LPA's met with Lead Teacher Petra Morales, who guided analysts on a tour of the facility. This is a full day preschool program which consists of one classroom. Facility operation hours are Monday to Friday from 7:00 AM to 5:30 PM

All areas identified on this report were inspected. Upon arrival, the following staff were present during this inspection: One teacher, assistant and Site Supervisor with 4 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. All children were observed to be under visual supervision of a teacher at all times.

The following was observed during the tour of the facility:

Children's roster was reviewed and is current. Sign in and out sheets were reviewed to ensure that the children present were signed in. Disaster drill log was available, last drill was conducted on 02/19/25. LPAs observed required licensing documents posted on bulletin board.

Furniture and equipment were inspected for age appropriateness and good repair. LPAs observed material and equipment in the class room to be free of sharp, loose, or pointed parts. Telephone service, heating, lighting and ventilation were evaluated and are operable. Children have their own cubby to store their belongings. Per Lead teacher, the isolation area is located in the office. General sanitation was observed.

inaccessible to children. Currently no children enrolled require the use of medication. LPA's observed Carbon monoxide detectors and smoke alarms to be in working conditions. First Aid supplies were observed in the classroom. There is a shared bathroom with 2 age-appropriate sinks and 2 toilets. All were inspected for availability, good repair, water temperature, toilet paper, safety, and sanitation.

LPAs observed the classroom to have a quiet corner, reading corner, dramatic play corner, and a craft and science area. All classrooms were observed to have cubbies with wooden toys, puzzles, books, and other appropriate toys to be clean and free of hazards at time of inspection. LPAs observed carpets and age-appropriate tables and chairs in classroom. LPAs observed red backpacks for first aid kept at the entry and exit of the facility. First Aid supplies were inventoried and were found to be in compliance with regulation.

Menus were reviewed to ensure that they are being posted. LPAs observed that water is readily available indoors via a water jug. The water jug is filled using filtered water from the kitchen sink. Facility provides breakfast, lunch and pm snack. All food items delivered daily to the facility by IILA Services.

All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair. Food and snack items are properly stored.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around and/or under climbing equipment have cushioning material to absorb a fall. The outdoor area had adequate shade. LPAs observed that water is readily available outdoors via a water jug, water fountain is available if needed. The supervisor states that there are no bodies of water on the premises and LPAs did not observe any bodies of water during this visit. Teacher states there are no weapons or firearms on the premises.

All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. Children's Records were reviewed and are complete.

Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Director was advised how to access forms and Regulations online at www.ccld.ca.gov. to ensure the most current information regarding regulations for all those who assists in providing care at the facility.

The following were discussed with the Teacher:
The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked, and batteries replaced as needed. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCLD within the time frame specified by the regulation.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Center was reviewed for lead compliance and center meets standards for lead. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.


This facility does not provide Incidental Medical Services – IMS. Facility representative was informed of the MyChildCarePlan.org website. a consumer education website that helps families obtain child care by connecting them to child care providers and Resources and Referral agencies (R&R's) throughout California.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 3-19-25.

A notice of site visit was given and must remain posted for 30 days.
