A meeting was conducted on 09/13/23 at 10:00 AM at the Monterey Park Regional Office. Present during the meeting were Licensing Program Manager (LPM) Christina Gabelman, Licensing Program Analyst (LPA) Anomeh Eivazian, Director, Syuzanna Khudoyan, and Administrator, Edgar Arijanyan. The purpose of this Meeting is to discuss the history of the facility and preventative measures for children with challenging behaviors.

LPM Gabelman reviewed the lip biting incident with licensee that came in Regional Office as a form of complaint on 02/02/23 and was found to be Unsubstantiated. LPM Gabelman advised director for any cases of children with challenging behavior such as peeling , seeing blood on child’s lip, and putting bandage on the child’s lip, an ouch report needs to be completed and inform the parent at the end of the same day. Per staff#1 and LPA's child#1 file review no ouch report was provided to child#1's parent regarding peeling lip and blood on the face.

LPM Gabelman inquired director to see what resources the director has if a child needs assistance with challenging behavior or are they referring to ECE third parties for assistance:
Per Edgar Arijanyan, they are really transparent and open with their parents. Per Edgar Arijanyan, they had a verbal communication with child#1's parent regarding lip peeling incident but did not give any written notification. Per Edgar Arijanyan, they will give written ouch report to parents effective today if there should be any incident or behavioral issues.

LPA referred licensee to resources for dealing with children with challenging behaviors as additional resources for dealing with children with challenging behavior.

Also, LPA Eivazian recommended licensee to call local R&R, CCRC to register for virtual training regarding handling and dealing with children with challenging behaviors and staff that may be beneficial for them to attend.
