Licensing Program Analyst (LPA) Lilli Babcock conducted a Case Management-Other visit on 2/2/23 to address Technical Violations revealed during a complaint investigation. A COVID risk assessment was conducted upon entry and appropriate PPE was used by LPA. LPA met with Director, Cindy Sinsun, to whom the reason for the visit was explained. LPA observed eighty-three (83) children and nine (9) staff present at the facility during this inspection.

On 12/1/22 and 12/16/22, LPA Babcock visited the facility to conduct a complaint inspection. Observation and staff interviews received during the complaint investigation revealed the preschool facility has been giving juice that is not full-strength 100% juice to children in care and menus are not posted at least one week ahead of time.


During the complaint investigation LPA conducted interviews with the Director and nine (9) staff. LPA Babcock also obtained several documents related to the complaint allegation, including but not limited to, a copy of the Facility Roster (LIC 9040), Daily Schedule, and menus for November 2022 and December 2022.

During interviews, Director and Staff #1, #3, #6, #7, and #8 stated that monthly menus are posted the first day of the month. When asked if on the last day of the month the parents would know the menu for the following day, director answered, “No, they don’t. We post it on the first”.

Additionally, it was revealed that children are occasionally given juice and the juice provided is not 100% full-strength juice. Director and staff stated children are given juice on occasion. LPA observed the juice concentrate gallon jug in the kitchen is “Original Fruit Punch” and label indicates it is 6% juice.

LPA also consulted with Director regarding lead testing requirements. Director stated the facility does receive Provider information Notices (PINs) but was not aware of the lead testing requirements. Director stated the facility will get tested for lead as soon as possible and will let LPA know when testing occurs and when testing results are obtained.

Based on staff interviews and observations, the attached Technical Violations are being issued. LPA consulted with Director regarding ensuring the menus are posted at least one week in advance and that juice given to children is 100% full-strength juice.


A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
