Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced follow-up complaint inspection to deliver findings on the above allegation. LPA met with Assistant Director, Magali Perez, to whom the reason for the visit was explained. Assistant Director guided LPA on a tour of the facility. Census was taken and the following staff and children were observed by LPA to be present: Room 3 (0-12 months): 3 staff with 9 children; Room 14A (12-18 months): 1 staff with 5 sleeping children; Room 14B (18-24 months): 1 staff with 7 sleeping children.

During this investigation LPA conducted interviews with eight (8) staff and five (5) day care parents. LPA Babcock also obtained several documents related to complaint allegation, including but not limited to, a copy of the Facility Roster (LIC 9040) and Personnel Report (LIC 500).

Allegation: Staff handled infant in a rough manner

According to the allegation, a staff member handled an infant in a rough manner. Staff interviewed stated they have not observed or heard of staff handle an infant in a rough manner. Parents interviewed did not disclose any information regarding staff handling children in a rough manner.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

There were no deficiencies cited on the above-mentioned allegation per California Code of Regulations Title 22.

A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
