An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity increase determination. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director, Stephanie Garcia, who guided analyst on a tour of the facility. This facility is currently operating under a waiver to allow an increase to the school-age component and utilize areas not included in the license, due to the spread of COVID-19 in Southern/Northern California. The licensee is requesting to add the 4 rooms to the existing license that is currently being utilized under the COVID-19 Emergency waiver. The child care operates Monday through Friday, 7am to 6pm and will serve children TK to 11 years of age.

At 10:35 AM, Licensing staff was guided through a tour of the proposed classrooms. This school-age program is currently operating and a total of (26) children with (3) staff were observed. The proposed classrooms are located on the 2nd floor of the building and the rooms will be Room 229 (Blue Owls), Room 230 (Green Owls), Room 231 (Purple Owls) and Room 232 (Yellow Owls). LPA observed a sink available for children in care located in each classroom. LPA observed the facility to have a designated boy’s restroom located on the 2nd floor with 2 toilets, 4 urinal and 3 sinks and a designated girl’s restroom with 6 toilets and 3 sinks. There are also restrooms available to children on the ground floor. All toilets and sinks are in safe and sanitary operating conditions. Individual storage space will be available for each child located in each classroom. Furniture and equipment were inspected for age appropriateness and good repair. There are smoke detectors and fire extinguishers located throughout the facility. Drinking water is available via water jug and disposable cups. Postings related COVID-19 were available in the lobby and entrance.

Due to COVID- 19 precautionary measures, Check-in will take place at the entrance of the facility inside the lobby by use of hands-free check in. If child/ren become ill during the course of the day, they will be placed in the isolation area located by the office and a couch will be available for rest. The school-age component has separate restrooms that allow for privacy and outdoors space from the preschool areas.

At 10:51 AM, LPA was guided through the outdoor space designated for school-age children. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There is a designated school-age yard and the children also share the preschool yard on a staggered schedule. There is an approved waiver on file for this. A water jug is available outdoors as well. Children practice social distancing outdoors and per director the play structures are used and cleaned after each group of children. No transportation is being conducted by the facility.

This facility plans to provide Incidental Medical Services- IMS. For IMS information, see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS was submitted to the Department. Based on measurements obtained today the indoor capacity for the (4) additional classrooms allows for the requested capacity increase to (114) school-age children. Licensee submitted updated outdoor play schedule to the department. A recommendation will be made to license the above facility for a capacity of 114.
